In the Land Use Bulletin: Admiral Safeway; Shoremont on Alki

From this morning’s Land Use Information Bulletin, sent twice weekly by the city Department of Planning and Development:

DATE SET FOR SAFEWAY-REVISION HEARING: We first reported in January about a change to the Admiral Safeway redevelopment project – the building on the northeast side of the site was losing the originally planned “flex-work spaces” and doubling the amount of apartments (from 40 to 78). Safeway talked with the Admiral Neighborhood Association about it on February 8th. This requires City Council approval, which will span two meetings – the first, before the Committee on the Built Environment, is now set for 9:30 am March 23rd (City Hall downtown). Here’s the official notice. (DPD recommends approval; that decision is viewable here.) The meeting is not an open public hearing, but the rules will allow testimony from those who provided written comments; the documentation says two positive comments were received, and two that expressed “concerns.”

SHOREMONT APARTMENTS: The official online notice that goes along with the new sign in front of these apartments at 2464 Alki can be seen here; as we reported earlier this week, the Shoremont’s new owner is proposing restoring the two buildings to four units each (two of each building’s units had been consolidated into one several years back), which is a big change from the last official proposal on the site under a different owner 3 years ago – demolition and something new. If you want to comment on the new proposal, today’s notice says you can do so through March 16th (and explains how).

Another new West Seattle business, coming to 42nd/Admiral

Once upon a time — actually just about three years ago — 4200 Admiral and 4210 Admiral (regular map here; Google Street View image above) were to comprise the site of a new mixed-use building; the application is still technically “open” on the DPD website, including the original vision of a 14,000-square-foot grocery store, once speculated to potentially be the long-yearned-for Trader Joe’s. With this development long on the drawing board (and a demolition permit even applied for), some businesses in the buildings closed or moved (like Auto Buff a year and a half ago). Most of the first rush of activity played out before WSB launched three years ago, so we don’t have much archived coverage, but we knew of the applications and kept an eye on the project pages. Now, something new — spaces up for lease; this CL ad covers the TNT tavern space at 4210 Admiral, this CL ad covers “office space plus warehouse” right on the corner at 4200.

Even before tonight’s community meeting, the folks at Safeway cautioned that what they are showing tonight is more their “vision” for the sight than what they will take to the Design Review Board next week — since there’s a set procedure for those meetings, reviewing three options for general size, shape, layout, etc. But nonetheless, it’s our first look at what they are hoping to build on their current store site that takes up the southern half-plus of the block fronting California and 42nd between Admiral and Lander: a bigger new store, plus more than 30 residential units, and a separate small retail building on the northwest corner of the lot. COOKIE TIME: Girl Scouts start selling outside West Seattle businesses Friday

Girl Scout Cookie fans, tomorrow (Friday, March 1) is the day – local scouts open “cookie booths” outside local businesses. According to the cookie finder on the Girl Scouts’ website, 12 West Seattle businesses host Scout troops’ cookie booths tomorrow afternoon and/or evening. But before we get to that list, the list of cookies (updated per commenters) is here – 9 flavors this year, including one that is gluten-free (Toffee-tastic), and one that is vegan (Thin Mints); halal and kosher info is here.

Sea Scouts Gavin, Remy, and Milo are among the volunteers collecting your donations for the West Seattle Food Bank at six grocery stores around West Seattle until 1 pm. They’re at PCC West Seattle (California/Stevens; WSB sponsor); the Sea Scouts are affiliated with the Lions Club of West Seattle, one of the service clubs leading today’s “Celebrate Community” food drive. The Kiwanis Club of West Seattle also is leading it:

TRAFFIC ALERTS: Here’s what SDOT has announced for today:

-We will be paving Admiral Way SW between SW Hanford and SW Olga St. We anticipate this work taking place the next two weekends.
-We’re repaving the street near California Ave SW and Ferry Ave SW.
-We’ll be pouring new concrete panels on 16th Ave SW and SW Webster St. Traffic will be maintained in both directions as we complete the work however you may experience delays.
-We’ll be working at Chelan Ave SW and SW Spokane St (by Fire Station 36) to return the signal to how it operated before the bridge closure. The signal will be turned off for a period of time, and uniformed police officers will be directing traffic while we complete this work.
-We’ll be removing the red bus lane paint on 1st Ave S in the vicinity of S. Horton St in and on both sides of the Spokane St Swing Bridge (low bridge) entrances. This work is scheduled to begin Saturday night at 8:30 PM and conclude on Sunday around 6 AM.
-We’ll be installing new directional signs at the Chelan 5-way intersection. Work is anticipated to begin as early as 7 AM and conclude by 4 PM on both days.

Periodically during the pandemic, we’ve been checking on local grocery stores’ hours, including the hours they set aside for higher-risk shoppers, particularly people 60 and older. But it’s been a while since last check-in, so when we got word that one store is making changes starting tomorrow, we decided to check in on all of West Seattle’s standalone stores:

We haven’t published a grocery-shopping update in a while – but a note from Suzanne inspired this one, since it’s time to check on holiday hours, anyway.

METROPOLITAN MARKET EXTENDED HOURS: This is the tip Suzanne sent – Metropolitan Market-Admiral (WSB sponsor) has extended its closing time to 1 am. She points out that late night is a good time to go if you want to avoid crowds. Hours are 5 am-1 am daily. On Thanksgiving Day, the store will close at 2 pm. (2320 42nd SW)

WEST SEATTLE THRIFTWAY: Note for curbside customers at West Seattle Thriftway (WSB sponsor) – in the week ahead, that service is only offered Monday-Tuesday (November 23-24) and Friday (November 27) . FOLLOWUP: Employees cheer as hundreds of shoppers stream into newly opened West Seattle Whole Foods Market

West Seattle’s second grocery-store opening in eight days brought about 600 people streaming into Whole Foods Market (4755 Fauntleroy Way SW; WSB sponsor) in the first 20 minutes. Once inside, those who had been lined up outside got a raucous welcome from a lineup of cheering, applauding employees:

The store opened a bit earlier than announced – 8:46 am.

Within 10 minutes, the free tote bags were gone, but greeters continued handing out cards with “mystery savings” – anywhere from $5 to $100, to be scanned at the checkout counters, all of which were soon busy:

FOLLOWUP: See what local businesses consider their biggest challenges, and what’s being done to address them

Do you want to live in a neighborhood with thriving independent businesses? Take a few minutes to find out about what the businesses here now see as their biggest challenges. The West Seattle Chamber of Commerce and West Seattle Junction Association did just that, to be able to share the information with you, with the help of a grant from the city Office of Economic Development. As part of the project, they convened a gathering of local businesspeople last fall:

We covered it here. Since then, we’ve told you a bit about the project’s results, as described at recent meetings, including the Southwest District Council and the WSJA merchants. Now we have the official news release, from WSJA and WSCoC:

The challenges listed were:

“The goals of this project were to determine the key challenges that West Seattle businesses face, identify common threads between business nodes, and collect information on key resources available to the community. The results of the report gave us the forum to have impactful conversations with business owners.” said Lora Swift, Executive Director of WSJA. “Now our organizations (WSJA and WSCC) have a deeper understanding of the challenges in West Seattle, and how we can build a better business community by combining the strengths of our organizations.”

The qualitative study was done through 32 in-depth interviews primarily with small business owners in the seven business nodes (Alaska Junction, Morgan, Alki, Avalon, Admiral, 35th, Westwood Village) and a few community stakeholders, all located in West Seattle.

There were four recommendations from the report:

1) Market West Seattle to New Residents

2) Close Divide Between City of Seattle and West Seattle Businesses

3) Continue Hosting Solutions-Focused Programming

4) Get Involved in West Seattle Mural Project

“The partnership of the WS Junction Association and the West Seattle Chamber of Commerce allows two organizations, each with a small professional staff, to make a positive impact on the business community. Using this information, we are moving forward. Immediately after the study, an application was completed and a 2018 grant from the Office of Economic Development gives us seed money for a pilot program marketing West Seattle to new residents,” said Lynn Dennis, CEO, West Seattle Chamber of Commerce.

Part of the results were geared toward a way to connect all of the West Seattle resources together in a living website. The website would focus on gathering resources around West Seattle that could be referenced by both business and citizens. The result was the new West Seattle Resource Roundup site that ties together nonprofits, media, city and neighborhood groups.

The Junction is a nonprofit 501(c)(3) that was developed to pay for the parking lots in the Junction. The Junction Association merchants produce many community events throughout the year including Art Walk (year-round 2nd Thursdays), Summer Fest (July), West Seattle Outdoor Movies (July-August) Harvest Festival (October), and Hometown Holidays (December). In addition, the Junction Association merchants pay to keep the streets of the Junction safe & clean, plus we fund the 95 flower baskets that beautify the Junction from May through September.

The West Seattle Chamber of Commerce is a nonprofit 501(c)(6) that has served as the leading advocate for the West Seattle business community since 1923. A volunteer-based group of businesses and individuals takes advantage of benefits including networking opportunities, educational programs and a unified voice in governmental affairs that impact our business environment. The Chamber focuses on the sustainable economic growth of a diverse, viable business community on the West Seattle peninsula.

WEST SEATTLE BUSINESSES: See their biggest concerns and challenges, as local project works toward solutions

What are the challenges and concerns facing businesses in West Seattle, and what resources are available to deal with them?

That’s the subject of a project on which our area’s two biggest business-related organizations, the West Seattle Chamber of Commerce and West Seattle Junction Association, are teaming up. As part of it, a roundtable-discussion event was held last night in The Triangle.

Consultant Allison Carney talked about some of what she’s seen in the data gathered over 30 meetings with people involved with the local business community. Concerns include:

*Parking (self-explanatory)

*Availability of commercial space – with businesspeople worried about what happens if the building where they are a tenant is sold, what happens if their rent is raised beyond affordability – is there anywhere else in West Seattle where they can go?

*Transients in business areas – how that relates to feeling safe/unsafe

*The cost of doing business – including new city regulations about wages and leave

Speaking of the city, Carney said she heard overall concerns about relationships with it – West Seattle businesses feel neglected, and some see the city as an adversary, while there’s a general feeling of helplessness: Nothing you can do, your voice can’t be heard.

And there are concerns about whether the new residents in West Seattle care about WS. Are they patronizing local businesses or otherwise participating in the community? How to best reach out and get them involved?

Carney said that between the people she’s interviewed and those at the roundtable event, it’s clear that collaboration, using each other’s skills and knowledge, can overcome many of the challenges.

After small-group discussions, tables reported what they had talked about.

Keeping the business areas clean was a major topic. Better lighting, too. And several people suggested that local business proprietors get more involved in existing community groups – for example, taking crime/safety concerns to at least one of the two monthly community meetings at the Southwest Precinct (which are the WS Crime Prevention Council at 7 pm third Tuesdays and the WS Block Watch Captains Network at 6:30 pm fourth Tuesdays, both meetings always open to everyone).

Next step in the project will be an official report laying out concerns, challenges, and potential solutions – that’s due out by the end of November. @ West Seattle Transportation Coalition: Fauntleroy Boulevard Q&A; One Center City

Now that the Fauntleroy Boulevard project is funded and approaching construction, it’s getting even-closer public scrutiny, and that brought a briefing and Q&A at last night’s meeting of the West Seattle Transportation Coalition, which has talked about it many times before.

Close to 30 people were there, including an SDOT delegation led by Fauntleroy Boulevard project manager Norene Pen and project communication lead Rachel McCaffrey, who launched the briefing with background:

The project area is .4 miles long, and the concept dates back to 1999 discussions. Part of the project involves the Bicycle Master Plan‘s designation in 2014 of Fauntleroy Way for a protected bike lane. Outreach to adjacent property owners, and discussions, started in 2014-2015. Early ’15 is when the project was “put on hold” for lack of funding; then it was added to the Move Seattle levy, approved by voters in November 2015. She said they’re aware that the partial design that’s just been “re-initiated” is two years old and they are assessing current conditions to be sure it still works, as they then finalize design and move toward starting construction “late 2017 or early 2018.”

One thing was clear during last Saturday’s “walkshed” tour of the Junction/Triangle area, with Seattle Planning Commission reps listening to local community reps: There’s no shortage of plans and documents covering the area, but there’s a shortage of understanding in how they interact, interface, intersect, and what they mean.

The tour itself was linked to the Planning Commission’s ongoing work on the city Comprehensive Plan update, dubbed Seattle 2035. The next big milestone for that is the environmental-impact statement, expected to be out early next year. And this is no bureaucratic bit of wonkiness to ignore: As was pointed out at the start of Saturday’s event, this type of discussion preceded the 1990s-generated plan for “urban villages” including The Junction/Triangle – much of which is only now coming to pass, as was underscored by the current, future, and recent development sites passed (and often discussed) along the way.

But the topic wasn’t just the dense heart of the Junction/Triangle, but also its single-family zones – like a stretch of 40th south of Edmunds and the major project sites bordering it on the north.
