FOLLOWUP: West Seattle-based Pliable gearing up to run city’s new vaccination hub in High Point – and looking to add vaccinators

Nicole Warner and Tara Biller are the West Seattle nurse practitioners who started the mobile health-care service Pliable as a pandemic ‘pivot” in their careers. And now their company is on board as the vaccination providers for the city’s new clinic at Neighborhood House High Point Center (6400 Sylvan Way SW). We first reported on Monday that the city had chosen this location for the West Seattle clinic it’s been promising for a month, and today Mayor Jenny Durkan led a media briefing there. Here’s our video:

The mayor was joined by City Councilmember Lisa Herbold and Neighborhood House executive director Janice Deguchi, as well as by the Pliable co-founders. Here are the basics: The clinic will be open 11 am-7 pm Fridays and 8:30 am-4:30 pm Saturdays for starters, beginning this week (but skipping some dates such as the Friday and Saturday after Thanksgiving). They have capacity up to 800 vaccinations a day – you can make an appointment if you want a guaranteed time, but they will accept walk-ups too. They’ll have all three vaccines, with separate rooms in Neighborhood House (this is indoors) for each one – first shots, second shots, or boosters – what you get is what you request. (Yes, they’ll do mix-match boosters if that’s what you request.) If you want to make an appointment, you can do it through the city website.

They’re also prepared to scale up once vaccinations are approved for younger kids – they’ll have a separate pediatric area at the clinic. Warner noted that if you’ve been to one of their pop-ups, you know they try to make it a “fun” atmosphere. They say they’re excited to help “fill in the gaps” in the local vaccination-access system.

Pliable also tells us they’re adding to the team of vaccinators – “We are looking for medical professionals (retired medical professionals are also great) to help vaccinate.” This is paid-hourly work (if someone would rather do it on a volunteer basis, they’re open to that). UPDATE: City chooses location for West Seattle vaccination hub

11:15 AM: One month after the city announced it would open a new West Seattle COVID-19 vaccination hub – 4 1/2 months after closing the previous one – the location has finally been made public. During this morning’s City Council briefing meeting, a weekly chance for councilmembers to present quick updates, West Seattle/South Park Councilmember Lisa Herbold said the location would be Neighborhood House, which has a center at 6400 Sylvan Way SW in High Point. She said the official announcement is planned tomorrow (Tuesday, October 26). The city’s announcement last month said West Seattle would be one of three new vaccination hubs to help with the increased volume following booster recommendations. So far it’s opened one downtown but the West Seattle and South Seattle plans had remained undisclosed.

2:48 PM: We’ve since received the advisory that Mayor Jenny Durkan and Councilmember Herbold will be at Neighborhood House tomorrow morning for the announcement. The partner will be Pliable, the mobile health service that’s already had multiple pop-ups around West Seattle. According to the advisory:

Over the coming weeks, the clinic will operate on most Fridays from 11 am to 7 pm and on most Saturdays from 8:30 am to 4:30 pm. Appointments and more information is available at seattle.gov/vaccine.

We’re checking to see if its first day will be this Friday.

VACCINATION VERIFICATION: Seattle Parks facilities starting Monday, too

Monday, October 25th, is the date set for vaccination-verification requirements at many establishments/facilities in King County. This morning Seattle Parks has a reminder about what that means for people using its facilities:

As directed by Seattle King County Public Health, Seattle Parks and Recreation will require proof of vaccination, or proof of a negative test, for entry to all recreation facilities starting Monday, October 25. 

These facilities include: 

-All community centers 
-All public pools 
-Amy Yee Tennis Center 
-Volunteer Park Conservatory 
-Environmental Learning Centers 
-And all indoor rental facilities owned by Seattle Parks and Recreation (community centers, pools, and event facilities) 

For visitors ages 12 and above, staff will check for the following acceptable forms of vaccination upon each entry to a recreation facility: 

CDC vaccination card or photo of vaccine card. 
Documented proof of vaccination from medical record or vaccine provider. 
Printed certificate or QR code (available at the end of September) from MyIRMobile.com.
You do not need to show identification with proof of vaccination. 

People who are unvaccinated or cannot prove vaccination status will be required to show proof of a negative PCR COVID-19 test taken in the last 72 hours. Documentation must be from a testing agent such as a laboratory, health care provider, or pharmacy. Self-administered rapid tests (also called at-home tests) will not be accepted. 

Vaccination exemptions will not be accepted. Proof of a negative test can be shown for those who cannot be vaccinated.

Proof of vaccination will be required for each entry to a recreation facility, for every visit. Vaccination proof will not be stored.

APPLICATION TIME: New round of city grants for small businesses

Starting today, the city’s Small Business Stabilization Fund is accepting applications. The available grants are $5,000, $10,000, and $20,000, which the city says can “be used on operational expenses such as rent, wages, equipment, and more.” The announcement also notes, “For this new round, the Stabilization Fund will support small businesses with up to 50 full-time equivalent employees and accept applications from those who received a Stabilization Fund grant in past rounds” You can find out more about eligibility here; go here to apply. FOLLOWUP: Deadline arrives with all but a few Seattle Fire, Police either vaccinated or exempt

Today’s the day city employees had to either be vaccinated or be exempt. Advance concern focused on the police and fire departments, which already had staffing struggles. Here are the newest numbers released by Mayor Jenny Durkan‘s office:

Both SPD and SFD had contingency plans if needed; City Councilmember Lisa Herbold, who chairs the Public Safety Committee, explained them at the council’s briefing meeting this morning – watch starting at 41:15:

In short, SPD, if necessary, would move to “Stage 3 operations,” in which all sworn personnel would be ready to staff precincts if needed; SFD’s contingency plan also would include moving personnel from desk to operations jobs, along with steps such as reducing the number of units initially dispatched to certain types of calls.

The weekly update of the Seattle Public Schools COVID-19 data dashboard is in: 472 total cases reported districtwide since the school year began. This week’s increase – 58 – is down from last Monday’s update, when 71 new cases had been reported. Vaccine-mandate deadline – Monday is the deadline for many government workers in our state to show proof of vaccination. How many won’t? The City of Seattle, for example, released some stats on Friday:

As of Thursday, October 14th, more than 25 departments have 95%+ of employees vaccinated.

As of October 15, the Seattle Fire Department is at 88% vaccinated, SPD is at 82% vaccinated, Seattle Department of Transportation is at 91% vaccinated, Seattle City Light is at 90%, and Seattle Public Utilities is at 90%.

Quick reminder of four opportunities to get vaccinated in the next four days – two for COVID, two for flu:

COVID VACCINATIONS AT OLG: As previously reported, Our Lady of Guadalupe is hosting a clinic on Sunday, 9:30 am-1:30 pm. Our story includes the link for making an appointment. Pfizer and Moderna available, first, second, and (Pfizer) boosters.

COVID VACCINATION IN SOUTH PARK: No appointment needed at the South Park Senior Center (8201 10th Ave. S.) 9 am-1 pm Tuesday (October 19th), where all three vaccines are available, including Pfizer boosters. (Here’s the flyer.)

FLU SHOTS THIS WEEKEND: All community members are welcome at the flu-shot clinics 10 am-4 pm Saturday at Madison Middle School (3429 45th SW) and 10 am-4 pm Sunday at Chief Sealth International High School (2600 SW Thistle). Details and the registration link are in our original report.

BUS CUTS: Seattle Public Schools will suspend 142 routes starting Monday

Seattle Public Schools has had transportation trouble since the start of the year. Now school-bus service is about to be slashed. The district announced today that 142 bus routes around the city – almost a quarter of its 600 routes – will be suspended as of Monday. The district says that on top of the ongoing driver shortage that its bus provider First Student has been experiencing, “More driver shortages are expected on October 18 when Washington state law requires all school district employees – including third-party contractors – to be vaccinated against COVID-19.” Here are the only students the district guarantees will continue to get transportation:

*Students receiving special education services whose IEPs specify transportation as a related service.

*McKinney Vento (families experiencing homelessness) and foster students.

*Students with a 504 plan that includes transportation services.

*Schools that serve large numbers or high proportions of historically underserved students.

*Schools at interim sites.

(That last point would include West Seattle Elementary, whose students are at the former Schmitz Park Elementary this year while an addition is built at WSES.) The district so far has not released a list of which specific routes are affected but says more than 6,700 students will be affected, and that families of students who use bus services will get an email before day’s end with information on their student’s route status. VACCINATION: Next West Seattle pop-up clinic Sunday; city’s new WS hub not opening until next month

Two notes about COVID-19 vaccination in our area:

NEXT POP-UP CLINIC: Just received this announcement from Our Lady of Guadalupe:

On Sunday, October 17, Our Lady of Guadalupe will host a COVID vaccine clinic in the Walmesley Center (3410 SW Myrtle St.) from 9:30 am-1:30 pm with both the Moderna and the Pfizer vaccine. You can get your first, second, or booster shot.

The Centers for Disease Control (CDC) recommends the following groups should receive a Pfizer booster at least 6 months after completing their Pfizer primary series: people aged 65 and older, residents aged 18 years and older in long-term care settings, people aged 50-64 years with underlying medical conditions. They also recommend the following groups may receive a Pfizer booster: people 18-49 years with underlying medical conditions, people aged 18-64 years at increased risk for COVID exposure and transmission because of occupational and institutional setting. The CDC also recommends that people with moderately to severely compromised immune systems receive an additional dose at least 28 days after a second dose of Pfizer.

CITY VACCINATION HUB IN WEST SEATTLE: Though the city announced two weeks ago that its plan for a new West Seattle vaccination hub would be finalized by “early October,” it’s not set yet. The city announced other plans today – new hubs elsewhere, and a revival of its mobile teams, but mayor’s office spokesperson Kelsey Nyland tells WSB, “We’re still finalizing details on the West Seattle hub – we hope to announce specifics in the next two weeks and have it operational by early November.”

CORONAVIRUS: 71 new cases reported by Seattle Public Schools – here’s our local breakdown

Monday brings the weekly update for the Seattle Public Schools COVID-19 data dashboard. A commenter pointed out last night that SPS had made changes since last Monday – so we are chronicling the difference between the numbers that were on the SPS site as of last night (for example, the districtwide total had been reduced by two, to 343, since last Monday), and the updated totals published today. 71 more cases were added today, districtwide, for a total of 414 so far this school year – this week’s increase is close to those reported each of the previous two weeks. Admiral District businesses regret to announce that the annual trick-or-treating event will once again be cancelled for 2021. With the rise of the delta variant, the decision has been made to err on the side of caution. Our businesses are concerned that many children are unvaccinated and the activity of going door-to-door for treats would pose an unreasonable risk to the health of our community. Currently the vaccine is only available to children 12+. We look forward to hosting the event again in 2022.

CORONAVIRUS: City promises to open West Seattle vaccination site to help with boosters

The city says it’ll open three new COVID-19 vaccination sites to help with boosters, now that they’re officially recommended for people in some groups. King County has already begun offering them at its sites. From today’s announcement:

Working with health care partners, the City of Seattle will be opening three additional vaccination sites beginning in October that will host weekly clinics to increase access to vaccinations. Sites are expected to serve West Seattle, South Seattle, and Central Seattle with partners, locations, and hours announced in early October. The City of Seattle will also relaunch mobile teams to focus on delivering boosters to older adults. To date, the City of Seattle administered nearly 260,000 vaccinations.

The city closed its West Seattle vaccination hub almost four months ago.

CORONAVIRUS: Seattle Public Schools dashboard update shows fewer new cases this week

Seattle Public Schools‘ weekly COVID-19 dashboard update shows only about two-thirds as many new cases this past week as a week earlier. The new cumulative total is 276, up from 213 (the weekly total was adjusted downward by 1 at midweek last week, so while it was 214 last Monday as reported here, it fell later in the week to 213). That’s 63 new cases reported districtwide over the course of the week, compared to 96 new cases the previous week. Here are the school-by-school breakouts for our area, and changes from a week earlier – again, the numbers are cumulative for the entire school year this far:

Eviction moratorium extendedBy order of the mayor, who also told utilities to keep refraining from shutoffs.

CORONAVIRUS: Mayor extends city moratorium on evictions, utility shutoffs into next year

Just announced by the city:

As federal funds for rental assistance continue to be distributed, Mayor Jenny A. Durkan announced today that she is extending the moratoriums for residential and commercial evictions through January 15, 2022 through Executive Order 2021-07. The order will also modify additional COVID-related relief measures related to utility assistance. This marks the sixth extension of the eviction moratorium as part of the COVID-19 civil emergency since March 14, 2020, when Seattle declared one of the first eviction moratoriums in the country. As reported by SCC Insight, Magistrate Judge Richard Creatura found the city and state eviction moratoriums to be constitutional in a recommendation on September 15, 2021, to Judge Richard Jones. …

The executive order continues tenant protections prohibiting landlords from issuing notices of termination or otherwise initiating eviction actions with the courts unless there is an imminent threat to the health and safety of the community. Late fees, interest, or other charges due to late payment of rent during the moratorium are not allowed. However, tenants are still legally obligated to pay rent during the moratorium, and landlords are encouraged to offer flexible payment plans. Residential tenants who receive an eviction notice during the moratorium should contact the Renting in Seattle hotline at 206‐684‐5700.

The moratorium on eviction of nonprofit and small business commercial tenant applies to independently-owned businesses with 50 employees or fewer per establishment, state nonprofits, and 501(c)3) nonprofits. The extension also prevents eligible small businesses and nonprofits from incurring late fees, interest, or other charges due to late payment during the moratorium. Currently, upon expiration, Ordinance 126075 will take effect, providing additional tenant protections including the start of a six-month period in which a renter may claim a defense against eviction for non-payment of rent if they can demonstrate financial hardship due to COVID-19. This timeline protects tenants from evictions for non/late payments through mid-June 2022.

The executive order also extends certain suspensions put in place to limit the economic impact of the pandemic on Seattle residents and small businesses. The Utility Discount Program’s Self-Certification Pilot Program, as announced in Executive Order 2020-03, will be extended through October 31, 2021. Mayor Durkan has also directed utilities to refrain from shutting off service to customers through January 15, 2022. Temporary parking zones for hospital and human services staff, as announced on March 26, 2020, will be resumed and be extended through January 15, 2022. The City continues to assess when to lift these individual suspensions as it relates to the COVID-19 emergency.

It shows 214 total cases reported among students and staff since the school year began – 97 more than the 117 reported in last week’s update. The individual school numbers don’t show week-to-week change on the dashboard, but here’s what we have compared to last week’s numbers:
