UPDATE: Crash at bottom of Highland Park Way hill injures 1

10:07 AM: The left side of that traffic-camera view shows the scene of a crash at the bottom of Highland Park Way hill, in the inside eastbound lane (as mentioned earlier in our morning traffic roundup). The crash is reported to involve a car and “transit van.” The car driver may have a head injury, according to police, so SFD medics are there. Avoid the area for a while.

10:27 AM: SFD has just been dispatched to a Highland Park child-care facility to check out kids who were reported to have been in the van, described as having had 12 kids and three adults inside at the time of the crash. We’ll follow up later with SFD. Meantime, the traffic-camera system is now malfunctioning so we can’t check on whether the crash scene has cleared or not.

11:27 AM: Traffic cameras are back online, and they show this scene has cleared.

12:56 PM: SFD spokesperson David Cuerpo tells us no one at the child-care site turned out to be hurt; at the scene, he says, a ~50-year-old woman was treated for minor injuries and did not need to be taken to a hospital.

TRAFFIC ALERT: Nighttime road work for Morgan Junction EV-charging lot

Though they’re working in the street, the crew along Fauntleroy Way east of California is part of the Morgan Junction EV-charging lot project. This is the first of about six weeks that they’re doing overnight work to run power cable across the street. Seattle City Light has said the work will not require a full closure of Fauntleroy at any point; they’re working four nights a week, Mondays through Thursdays, 7 pm to 4 am, with flaggers as needed.

City Light says, “They expect to complete excavation and restoration across Fauntleroy by the end of April. Crews will cover the work area with steel plates outside of work hours. These plates are safe to drive on.” The project has contractor Zenisco turning an old substation site at 4118 SW Morgan into an eight-space EV-fast-charging lot – yes, drivers will pay for the power – expected to open by late summer.

UPDATE: Highway 99 tunnel reopens after emergency closure

12:05 AM: Received from WSDOT:

Both directions of the State Route 99 tunnel in downtown Seattle are closed … for emergency maintenance.

There is no estimate when the tunnel will reopen.

WSDOT’s short notice did not hint at the reason for the maintenance, although it arrived in an email whose subject line mentioned “testing.”

2:05 AM: WSDOT just announced the tunnel has reopened. We’ll follow up this morning to see what the “emergency” was.

9:53 AM: A WSDOT spokesperson replied, “We needed to close the SR 99 tunnel last night for unplanned emergency maintenance on life safety systems. When we do this type of maintenance, our standard operating procedure is to close the tunnel.” We’re asking for specifics on followup – particularly, which “life-safety system” broke?

11:00 AM: Nothing “broke,” clarifies WSDOT’s RB McKeon, with whom we subsequently spoke by phone. During maintenance work that crews were doing on the tunnel’s operating system last night, “there can be a loss of communication with our Transportation Management Center,” and to ensure that wouldn’t happen with traffic in the tunnel, they closed it until the work was done.

UPDATE: Crash near southwest end of westbound West Seattle Bridge

10:14 AM: Police are responding to what was dispatched as a one-car spinout, reported in the area where we’ve been tracking spinouts before, near the Walking on Logs pullout toward the southwest end of the West Seattle Bridge. No serious injury or major traffic effects reported; the dispatcher has mentioned twice that the driver thinks she spun out on “an oil slick” in that area.

11:22 AM: Both westbound lanes will be temporarily closed at the scene while a tow truck removes the vehicle.

11:31 AM: The lanes have reopened.

As noted a few hours ago, the oft-predicted “rain/snow mix” tipped the latter way for some, so beware of lingering slush. But at least where we are, the rain seems to be in charge again. UPDATE: West Seattle low bridge reopens after ‘mechanical issues’ fixed (added: what those issues were)

5:20 PM: Thanks for the tip. SDOT confirms the West Seattle low bridge is currently closed to car/truck traffic because of “mechanical issues.” No ETA yet for a fix. (The live camera view suggests people bicycling or walking are able to use it, though.)

6:40 PM: SDOT says the bridge has “resumed normal operation.”

ADDED: We asked SDOT what the issues were. Spokesperson Ethan Bergerson replied, “The issue was related to the barrier gates and tail lock on the east side of the bridge. During the closing process, a fault code triggered an automatic stoppage of bridge operations. The on-call electrician responded and was able to diagnose the issue and reset the system, allowing the bridge to return to normal operations.”

TRAFFIC ALERT: Northbound 1st Avenue South Bridge closure extended through Friday because of ‘more extensive’ damage

Just announced tonight by WSDOT – the repair closure of the northbound 1st Avenue South Bridge won’t end tomorrow night after all:

The timeline for crews to complete temporary emergency repairs of the northbound State Route 99 First Avenue South bridge has been extended to 11:59 p.m. on Friday, March 13.

Washington State Department of Transportation bridge maintenance crews have been working to modify existing grated panels and install steel plates over the cracked grates to restore safe vehicle access across all lanes since the full closure began on Monday morning, March 9.

Damage is more extensive than inspectors initially thought and the work to realign the area where the two spans of the bridge meet is very precise and methodical. This area experiences some of the greatest stress on the bridge as vehicles travel across it. Carefully adjusting this section of the bridge helps to create a smoother transition and reduces stress where the two spans meet.

As a reminder, this work is intended to immediately stabilize the bridge and reopen all lanes to traffic before the second phase of work begins in mid-to-late April, when contractor crews working for WSDOT will replace the worst of the failing panels before summer. The third phase of this work is a full replacement of the northbound bridge deck and construction is expected in 2027. During its last full inspection, this bridge was rated in fair condition.

7:20 AM: Thanks for the tips about the crash scene cleanup with City Light on northbound 35th north of Thistle. Log shows it happened just after 3 am. No major injuries. (Added: SFD says they treated a 19-year-old and that he was taken to the hospital by private ambulancw; they confirm the driver crashed into a utility pole.)

7:46 AM Texter reports Admiral, bridge-bound, is backed up in a big way.

7:55 AM: High bridge EB crash, center lane by NB 99 exit, no injuries.

8:18 AM; Texter reports Delridge to the bridge is backed up seriously too. (But not their H Line bus.)

8:34 AM: Fauntleroy backup to the bridge too.

8:36 AM: SDOT says bridge crash has cleared.

8:51 AM: Reports keep coming in about backups on other routes. West Marginal Way too (texted photo below):

9:03 AM: Police radio reports a crash at Avalon/Bradford (just south of the bridge).

CLOSURE REMINDER: Northbound 1st Avenue South Bridge to close Monday, Tuesday, Wednesday

The northbound 1st Avenue South Bridge‘s two right lanes have been closed for more than two weeks, and starting early Monday morning, the entire northbound bridge is scheduled to close for three days. As announced back on Wednesday, this will be the first phase of a three-phase plan to repair cracks in the bridge deck’s steel grates – first repairs, then in April replacement of nine panels, then next year, full bridge-deck replacement. Again, this is all on the northbound side, which is 40 years older than the southbound side. The closure will start at 5 am Monday and is scheduled to end by 8 pm Wednesday; during the closure, people headed toward NB 509 from the Roxbury corridor will be pointed toward S. Cloverdale and eastward to the South Park Bridge. Once this closure’s over, all NB lanes of the bridge will be open, but the temporary 25 mph speed limit will remain in effect until after the April work – no start date for that yet.

11:47 AM: Police have told dispatch that they’re closing northbound Delridge at Orchard for a collision response. It was initially reported as a child on a scooter hit by a car; one SFD engine has been sent for medical care, and the subsequent description was 11-year-old boy on bicycle, minor injuries. The driver is reported to be on scene. Avoid the area for a while.

11:56 AM: Further verification that the child’s injuries are not believed to be life-threatening, he’ll be taken to a hospital by AMR ambulance. As for what he was riding, a passerby who texted us described it as a scooter.

12:04 PM: Police say they’re ready to reopen Delridge at the scene.

8:55 AM: If you wondered about the Metro alert for a “fire response in Delridge” potentially delaying the H Line, that’s a medical response for a suspected overdose at Cottage Grove Commons on the northbound side of the 5400 block of Delridge Way SW and the patient is being transported so it’ll likely clear soon.

1ST AVENUE S. BRIDGE ALERT UPDATE

Two lanes are still closed on the NB side of this bridge, and the speed limit remains 25 mph. WSDOT delivered its update Wednesday with three main points: #1, the northbound bridge will be closed next Monday, Tuesday, Wednesday for temporary repairs; #2, starting sometime in the second half of April, a longer NB closure for the second phase of repairs; next year, full replacement of the NB bridge deck. 12:51 PM: Here’s SFD’s wrapup, via spokesperson Kaila Lafferty: “At 10:50 a.m., crews were dispatched to a report of a natural gas leak on the exterior of a residence at 44th Ave SW & SW Graham St. Crews arrived and detected levels of natural gas. Puget Sound Energy responded and secured the leak. Crews returned to service by 12:02 p.m. No injuries reported.”
