FOLLOWUP: Northbound 1st Avenue South Bridge to close for three days of repair work next week, with longer closures later

When WSDOT closed two lanes of the northbound 1st Avenue South Bridge after an inspection revealed problems 2+ weeks ago, an update was promised by this Friday. Today, we have it – a repair plan starting with a three-day closure next Monday through Wednesday, and longer closures to come. Here’s the announcement from WSDOT:

The Washington State Department of Transportation will begin temporary repairs on the northbound State Route 99 First Avenue South bridge during a three-day closure of all northbound lanes from 5 a.m. Monday, March 9, through 8 p.m. Wednesday, March 11. Two lanes of the bridge were closed Feb. 18 after a bridge inspection identified cracks in the steel deck grates of the bridge in Seattle.

This repair effort is structured in three phases:

-Immediate stabilization and reopening of all northbound lanes
-Limited grate replacement in mid-to-late April
-Full northbound deck replacement in 2027

The first phase of repairs must take place during daytime hours for both safety and efficiency. The temporary repair will allow all northbound lanes to reopen with a temporary speed limit reduction to 25 mph. The speed reduction will remain in place until the second phase of the repair is complete.

Phase 1: Stabilizing the bridge now (March 9-11)

During the March 9-11 full northbound closure, crews will modify existing grated panels and install steel plates over the cracked grates to restore safe vehicle access across all lanes. Welding and reinforcement work will strengthen the most affected sections of the bridge deck.

The temporary steel plating and reduced speed limit are intended to reduce stress on the deck and provide safe passage across the bridge until permanent grate replacements are installed.

This closure will occur immediately following a full weekend closure of northbound and southbound I-405 in Bothell on March 7-8. The sequencing reflects the urgency of the bridge repairs and the limited window available to complete the work before another full weekend closure of I-405 scheduled for March 13-16.

The bridge will remain operational for marine traffic but closed to vehicles during these repairs. Travelers will need to use alternate routes such as I-5 and I-405.

Phase 2: Replacing nine failing panels before summer (Starting mid-to-late April)

The next phase involves full replacement of nine steel grate panels inspectors deemed in the worst condition. Manufacturing these panels is underway and is expected to take approximately six weeks, with installation scheduled to begin as soon as they are delivered. This work will also require a full northbound closure of the First Avenue South bridge. This work is expected to start in mid-to-late April pending panel delivery and U.S. Coast Guard coordination.

WSDOT is executing an emergency contract and will work closely with the selected contractor to maximize efficiency while minimizing impact to travelers. An updated timeline will be shared in early April before work begins. WSDOT and the contractor will consider a series of full weekend closures as well as options for night work.

The goal is to complete the replacement of these nine panels before the 2026 FIFA World Cup begins in June, when hundreds of thousands of spectators will visit the greater Puget Sound region. Completing this work now ensures that SR 99 remains a viable route during a period when the transportation system will be in high demand.

Once this phase is complete, all northbound lanes will reopen at normal speeds.

Phase 3: Long term preservation work in development (2027)

Design is underway for a full replacement of the northbound bridge deck, with construction expected in 2027. This project will address broader needs and will require more substantial coordination with the U.S. Coast Guard and regional partners. More information will be shared on this phase of the project in early 2027.

About the First Avenue South bridge

The First Avenue South bridge is a moveable, double-leaf bascule bridge spanning the Duwamish River. Like a drawbridge, its two sections lift from the center to allow marine traffic to pass. When closed, the two halves meet to carry vehicles, transit and freight.

Because the bridge both moves and carries heavy daily traffic, it includes mechanical systems and specialized steel deck components that require ongoing maintenance and inspection. Areas near the center of the span experience the greatest stress. During its last full inspection, the bridge was rated in fair condition.

The First Avenue South bridge is part of a statewide bridge system with infrastructure operating beyond its intended service life. WSDOT often extends the life of these bridges through targeted repairs while larger preservation projects are being developed. That approach allows structures to remain in service, but it also means that when conditions change, crews must act quickly and sometimes close lanes or structures in the interest of public safety. Each time WSDOT must take this action highlights the critical need for investment in the preservation of our transportation system. Governor Ferguson proposed a $2.1 billion investment in preservation including $1.1 billion for bridges.

The bridge served as the main detour route across the Duwamish River when the West Seattle Bridge – which is a city-owned structure – closed 2020-2022.

READER REPORT: Stuck truck in Admiral alley

Thanks to the texter who sent the photo and reports that the Coca-Cola truck has been blocking the alley between the Admiral CVS and Brookdale Admiral Heights for at least 45 minutes: “Coke truck is high-centered and can’t move forward or back.” (If you’ve used the Admiral CVS lot, you know the ramp on the west side is fairly steep.)

WEEKEND BRIDGE ALERTS

As sent by WSDOT:

From 6 a.m. until 11 a.m. on Sunday, March 1, all lanes of northbound State Route 99, the left lane of southbound SR 99 between Harrison and North 50th streets, as well as the southbound SR 99 off-ramp to Harrison Street will close for the Hot Chocolate Run in Seattle.

People traveling SR 99 should also continue to expect delays on northbound SR 99 over the First Avenue South bridge south of downtown Seattle, where two right lanes remain closed until further notice following a bridge inspection on Wednesday, Feb. 18. A temporary speed reduction to 25 mph remains in effect. This comes on top of existing lane reductions on northbound I-5 as part of the Revive I-5 program to preserve the Ship Canal Bridge.

UPDATE: Tree cleared from West Marginal Way SW

12:49 PM: A tree is down across the southbound lanes – and part of the northbound side – on West Marginal Way SW, near 2nd Avenue SW. An SDOT crew has arrived to get it cleared (above is a screengrab from the nearest traffic cam) but things may be a bit backed up in the area for a while.

1:47 PM: Camera shows SDOT still on scene and the tree partly cleared.

3:39 PM: The cameras aren’t working now but an SDOT update says it’s clear.

UPDATE: Eastbound West Seattle Bridge entrance reopens at 35th

9:28 PM: Thanks to the texter who tipped us that the 35th entrance to the eastbound West Seattle Bridge is closed. Live traffic camera doesn’t show the blocking but the lack of traffic seems to substantiate; we haven’t found any official alerts to verify, and there are no crashes logged, but the texter – traveling westbound – says it appeared to be another case of barriers pushed out of place.

9:34 PM: We don’t know how long the closure lasted but it’s over now, with eastbound traffic streaming back onto the bridge, and an SDOT Response Team truck being reloaded with the signage that was in place just out of the camera’s view.

TRAFFIC ALERT: Two lanes closed on northbound 1st Avenue South Bridge

If you travel on the northbound 1st Avenue South Bridge, you need to know about this late-night alert from WSDOT:

The right two lanes of the northbound State Route 99 First Avenue Bridge in Seattle are closed beginning Wednesday night, Feb. 18 until further notice.

Washington State Department of Transportation bridge maintenance has closed the lanes and reduced the speed on the northbound bridge to 25 MPH following a routine bridge inspection.

WSDOT bridge engineers will be on site again Thursday, Feb. 19, to continue their assessment. More details will be shared as they are available.

CLOSURE ALERT: Lane-closing nighttime work all week in northeast West Seattle

Those are the sites where crews are scheduled to close lanes overnight for the rest of this week to gather information for the King County Wastewater Treatment District‘s upcoming projects. Here’s the announcement:

King County is doing nighttime survey work to learn about conditions below the ground in (northeast West Seattle). Work began on Monday, February 16, and will continue through Friday, February 20. To do this work, crews will temporarily close lanes during work hours. At least one lane will be open to trucks and vehicles at all times.

We are completing this work at night to avoid daytime traffic impacts. Please watch for signs and equipment and follow directions from flaggers.

This work will help King County design new facilities to help reduce pollution and keep our local water clean.

When
Work began on Monday night, February 16, and will continue through Friday, February 20
Work hours Monday through Friday, 6 pm to 6 am the following day

Where
Along West Marginal Way Southwest and Southwest Spokane Street (see map above)

What to expect
Crews lifting maintenance hole lids and taking measurements at each survey site
Temporary lane closures during work hours
At least one lane open for vehicles at all times
Work happening at one location at a time
Construction equipment and trucks, cones, and portable lights on site
Engine noise, hammering, and vibrations while crews are working
Clean sites and reopened lanes once work is complete

CLOSURE TONIGHT INTO SATURDAY MORNING

Announced by WSDOT:

The northbound State Route 509 on-ramp from First Avenue South/Myers Way South (milepost 29) will close from 8 p.m. Friday, Feb. 13 to 3 a.m. Saturday, Feb. 14. Washington State Department of Transportation maintenance crews will perform guardrail repair during this closure.

Updates to come as the morning unfolds! The 4th/Cherry cam downtown shows some staked out at curbside already, and some vehicle traffic still.

6:44 AM: The 4th/Washington cam toward the start of the parade route also shows paradegoers already staked out, and police in the street instead of traffic. We’re heading to Seacrest soon for Water Taxi updates; the real-time map shows M/V Sally Fox on the West Seattle run and M/V Doc Maynard serving Vashon.

7:08 AM: Above is the scene at the start of the parade route three minutes ago. We’re monitoring a variety of emergency and transit services; all’s well so far.

7:30 AM: Our crew has arrived at the Water Taxi dock and just sent the photo above. No line/crowd yet. Lots of room on sailing that’s just leaving. … A few minutes later, the extra WT boat, Spirit of Kingston, just pulled up (it’s not showing on the real-time site, though). … SoK left at 7:45, ~75 aboard.

8 AM: Things are starting to pick up at Seacrest, where Sally Fox has just returned. … Moments later, Spirit of Kingston (the smaller “spare” boat) returned. Meantime, our first report from buses – one rider says her bus is already full and skipping stops.

8:10 AM: We’re told Sally Fox left at capacity, 277. SoK (about half the capacity) loaded up and left minutes later. Meantime, a photo from West Seattle resident Ian in the parade zone:

8:30 AM: The boats really are leaving as fast as they fill up. Spirit of K headed out at 8:21, Sally Fox is back already, lines but not for long. … Parking is maxed out near the dock, though, a newly arrived reader tells us. They also sent this pic looking back at the line stretching out along Harbor:

8:55 AM: If you aren’t at the dock yet, you might be in for a wait – our crew estimates the line could be enough people to fill the next runs of both boats. Otherwise, no major traffic/transit problems reported – we’re continuing to monitor. … Spirit of K is headed out again at 8:56 am, so it should be back in about half an hour.

9:06 AM: Line estimated at 700 people; the two boats’ combined capacity is 450. Here’s an overhead view, from Nora McGee:

In comments, though, Meg reports, “Bus delays are pretty backed up too, been at the C line at Junction for 30 minutes without a single bus going downtown yet.”

SUPER BOWL PARADE DAY TOMORROW

From West Seattle, the Water Taxi will add service as needed – rather than publishing a special schedule, spokesperson Al Sanders told us, the “plan is to operate similar to a RapidRide route, when all the people on the dock are onboard, the vessel will leave, drop passengers off and return. The goal is to have people not waiting longer than the normal vessel departure time. For quicker boarding, Riders are encouraged to have their fare payment handy, details are online.”

*What if you’re just trying to get downtown? The city says “streets that intersect with 4th Avenue (will) be closed between Lumen Field and the Seattle Center, with congestion along surrounding side streets. Vehicles exiting I-90 onto 4th Avenue will be directed to 4th Avenue in the southbound direction. I-5 and I-90 on and offramps will be held briefly at the start of the parade but will open shortly after.”
