Noise?

I know there are weekday hours which help regulate noise expectations in a residential neighborhood with a 10 PM cut off but apparently I live on a mixed use street and there’s now a bar at the end of the street that plays loud music every Monday night until 11:00. I have been unable to find if there are any noise regulations for a mixed use neighborhood? Earplugs and living half a block away can’t block it out. Anyone know? Would a noise complaint even do anything?
