drivers beware of VW van

Driving on 1st ave towards south bridge there was a “lady” in an older model VW van, burgandy color, who I observed a couple of times stopping unexpectadly in traffic. Yes it might have been car trouble (or an attempt at traffic calming?)but how and where she did it was weird and it really looked like she was trying to cause a soft collision. Anyway just putting it out there FYI. For a couple of seconds I thought about commuting by bus!!!

Since it was a VW my guess is she was having mass airflow sensor failure.
