    When I moved to PNW 20 years ago, this city was clean and so were the highways. There are lots of reasons why they are filthy now, but one reason is that the state broke off using DOC inmates to pick up litter on the highways/verges.

    It has to do with an insurance battle. State reps have been letting the bill to resolve this issue languish for multiple years: http://apps2.leg.wa.gov/billsummary?BillNumber=1227&Year=2017&BillNumber=1227&Year=2017

    Call your state candidates and let them know you want this resolved this session and their commitment to it will matter to your vote.

    Edited to add: you can also comment on the bill online here https://app.leg.wa.gov/pbc/bill//1227 but that will not be as effective as a phone call or email to a rep/candidate.
