If it’s on the property, I’d call it theft. This is a problem at construction sites. Some dirtbag who used to live down my alley raided construction sites for a living. He’s now doing time.

The property line thing can be confusing. Someone told me not long ago that they felt they were within their rights to haul away my rockery, or any other ornament, like a planter, that protrudes onto public property. So…does that mean I can take your car? Your mailbox? It’s kind of a gray area.

Personally, I’m hesitant to take anything that doesn’t have a “free” sign on it. The simplest approach in this case would be to stop by during construction hours and just ask someone.
