I don’t think the suburbs and Seattle can be compared. In a city this size, there are lots and lots of good reasons to make sure dogs are leashed. I grew up in a suburb with dobermans and they roamed freely about 30 years ago – different time and place. Hard to believe now this was ever allowed. But Seattle is six times the size of where I grew up and way more urban.
