Is the non-bus only part of the lane intended as a general purpose lane? or as a crossover lane?

In any case it is very awkward. I think most people perceive the lane, right or wrongly, as a crossover area rather than a general purpose lane. Unlike dedicated merge lanes, where people are supposed to “zipper” at the merge point, i’m not sure of the proper driving manners. To avoid blocking busses, I tend to get over soon and not wait the end.

Does anyone know of the actual intent of the pre-bus only lane?

My pet peeve is people who go left around traffic circles, rather than counter clockwise.
