The photo strobe is actually what I saw first which I mistook for a sunlight reflection until I got closer.
By now I won’t give anything away by saying it was a bit north of Camp Long, one of three white vans parked along the northbound side of that block. Within sight of the “Your speed is” lighted sign on the other side of the street.
A pretty good “blind” location if you’re hunting the unsuspecting Flying Commuter. Also just north of the site of several pedestrian accidents in the last few years.
