Most likely bait . People put a dead cow on a raft and the maggots are what the fish eat. So it is a fish attraction device. We actually were fishing for fun with the kids this summer on Lake Washington using standard bait and a couple of guys around us were catching fish at about a 4 to 1 ratio to us and we asked what they were using and sure enough it was maggots. That sparked the whole cow , maggot, fishing discussion.
