Net fishing at Alki

Hello,
I was on Alki and saw a guy in a smaller fishing boat with huge fishing net, tied to the shore. Never saw this before. Used strong binoculars and saw a younger, blond male, (smoking) on the boat. Is fishing on this scale allowed on Alki???

Tribal fishing is ongoing at the moment. Betting it was a tribal boat. Was at the locks last weekend and saw tribal fishermen with net strung out on either side of the locks.
