Did I just witness a catalytic converter theft?

I was biking up the used car lot that is Admiral Way where I saw a guy on his bike pull up next to a (Chevy?) truck and crawl underneath the front of it. I was trying to mind my own business, but now I’m not so sure. Should I have done something?

maybe he dropped something off his bike? I would have asked if there was a problem, or something he needed help with. It could have been a crime, but it could have been innocent, too. Hope it wasn’t a theft …
