In Minnesota, you would see teenage girls in high heels, short skirts and tiny little jackets picking their way through the snow mountains pushed to the side of the roads every winter. You can wear anything anywhere.
However.. i would point out that finding yourself on your bottom because the tiny little heels can’t find purchase on Seattle’s hills.. or suffering from gale winds blown up those skirts can easily be avoided with a substantial coat long enough to keep your buns warm and flat boots with good soles.. or at least sensible heels..
it is possible to combine form with function.. even in a skirt.
