City’s Unified Care Team returning to Rotary Viewpoint Park encampment site

What had been one of West Seattle’s most visible tent encampments, Rotary Viewpoint Park at 35th/Alaska, was “resolved” last week, as the city’s Unified Care Team puts it. But some campers returned – though none were in streetfront evidence when we passed by this morning – so the city says UCT reps “will return this week to offer available shelter and restore public access to the site.”

That last phrase is key to what’s happening at that site. We got a tip last week about the “resolution,” from someone voicing a concern that it had been done twice recently without notices having been posted. First UCT spokesperson Kate Jacobs told WSB that in the case of last week’s operation, it had been posted the day before. We followed up, wondering about the city’s current rules for advance warning. Jacobs replied:

The City’s approach balances compassion and urgency in helping keep public spaces open and accessible to all. UCT continues to follow the Multi Departmental Administrative Rules and FAS Encampment Rule 17-01 (collectively called MDARs), which are the rules and legal parameters that govern UCT’s work.

The Rotary Viewpoint Park encampment qualified under these rules for immediate removal since it obstructed access to a public right-of-way. City policy is to provide offers of shelter whenever possible when removing obstructions and immediate hazards despite not being a requirement under encampment rules. UCT was able to provide the necessary time and resources for that outreach in this case and, on May 9, UCT made 5 offers of shelter and one was accepted ….
While people ultimately decide for themselves when they are ready to come indoors, UCT remains focused on consistent outreach, long-term engagement, and improving conditions for both our housed and unhoused neighbors.

If you are concerned about an encampment, city reps continue to advise reporting it via Find It, Fix It.

    I remember  when Ron an Don were radio host 15  years ago they interviewed   the mayor  an city council.  Both said our homeless  problem would be  over in ten years . Well 250 million dollars  later  still at square  1 . 15 years.

    The team needs to visit this site on Barton Pl SW (above Westwood Village). Big tent and extra stuff along side and on the sidewalk.

        There was a stabbing just yesterday that was in a non-homeless place. Why do people always hate on the poor? You all elected Sara Nelson and a crew of Harrell puppets who slash homeless funding at every turn and you are surprised by any of this?

    Rob your math is way off, billions of dollars later and the issue still has not been resolved!  And as the billions have been spent on this issue other Agency services have gotten worse.

    Whack-A-Mole is back in style.  Can we do something to actually solve the issue?  Please?  Plenty of other cities don’t have this problem.  It’s possible.

        Houston is not exactly the same size as Seattle, but they built tons and tons of housing, stabilized the market, and are able to house people far better than we are here.  No city has resolved homelessness through sweeps and criminalizing living outdoors, but the ones that have focused on building more housing have seen real progress.

      Building “tons & tons of housing” that’s the answer to everything then? What then-after we’ve housed every homeless person -subsidize them ? -for how long-forever?  These care teams-they do go in & offer services -before camps are dismantled- some take it-many don’t .

    Why not focus on the encampment that are surrounding schools and parks like the one near Highland Park elementary? This is absolutely absurd that they keep coming back.

    I am currently homeless and living in a tent amongst you fellow West Seattleite’s but I am by myself in a space virtually unknown to many and discreetly tucked away.

    I had a “cozy” life, all was well and stable and then POOF…laid off, expended all my savings on fighting eviction while still paying rent and no $$ coming in. Lost my job, my apartment, my emotional security, etc.

    I’m not your stereotypical homeless person, I’m clean cut, able bodied, non smoker, non drinker, non drug user, no criminal record, no mental health issues but struggling mightily and trying to get myself reemployed and a stable home.

    I have some support (which I’m thankful for) but it’s not enough. Alas, I am however, a conscientious individual and NOW KNOW how it feels to be stigmatized through no fault of my own. 

    I’m desperate for employment but finding it very difficult but not giving up nor giving in but one thing I am not, is a homeless person who chooses drugs, alcohol or crime over helping myself like so many CHOOSE to do.

    Hire me, put me to work, give ME and other homeless individuals who DON’T want to waste their lives an actual hand up.

    The saying “you’re only one paycheck away from homelessness” never rang more true until it happened to me.

      For all those who are concerned about seeing a displaced person this is a clear indicator to how delicate life can be. Though I feel my frustrations about seeing an encampment we cannot dehumanize the fact that these are still people. Objectifying the situation is all too easy as we live our lives and pass by with judgement. I always rack in my brain thoughts or suggestions of how can this be solved or perhaps make suggestions to UCT. Try to be kind to one another as I recently felt the relief of securing a job and nearly fell into displacement myself. I was extended lots of kindness and I will try my best to do the same to uplift.

      Has anyone from the Care Teams  that contacts folks -offering help-services  before sweeps – talked with you-or since you’re living in isolation-perhaps they don’t know you? What kind of work are you looking for? There is a Jobs section right here on the WSBlog.

        At this point I’ll do anything but most of my experience is in the grocery and delivery sectors but I can adapt to most situations have a strong work ethic and learn very quickly.

        I have several professional references and have open availability.

          @P*K, With your grocery and delivery experience please take a look at the attached. I worked for this company for 25 yrs and retired from them 3 yrs ago. They are a very good company and have many “perks”. They also have several locations in State and out of State in case you want a change of scenery.         At this point I’ll take anything I can get.

        I’m having difficulty with employers being very wishy-washy, ghosting, not returning calls or replying to my applications.

        Most of my experience is in grocery and delivery but I can adapt to most any skill/job, I have some management experience and work well in most situations/environments.

        I have open availability when it comes to scheduling and “willing” to work overtime.I can be contacted through email and my phone which I check religiously throughout the day and evening but not sure I can post that here.

          I’m sure you have seen these but if not – both West Seattle Thriftway and Metropolitian Market have positions open on Indeed.  PCC has a few jobs open via their site: pccmarkets.com/about/jobs/, Trader Joes advertises by posting on their customer exit door (they just hired), there are two current job postings in the WSB job posts that would fit your skillset. I know it’s a tough job market. Hopefully if you hadn’t seen these, one will open a door for you.

        I would but seeing as how I’ve already tried to navigate that particular avenue myself and having being turned away, being put on a “wait list” (in some cases six plus months), told there’s a backlog, no available space etc. I’m not hopeful with any sort of “services” being offered at the present time.

        I am however managing a lot better than I thought I would W/O those “services”. 

        Additionally, I ADAMANTLY refuse to willingly subject myself to an environment where drug use is not prohibited, having my possessions stolen, being exposed to health hazards, being an “unwilling victim” etc.

        Yes, finding a job is a struggle right now but because of what I eluded to in my original response I feel at the present time, I can manage my own affairs much better for the time being.

        This is NOT by any means a long term issue for me… I WILL find a way off the street, I CAN do it on my own.

    Does the UCT team  only deal with visible homeless camps? The homeless camp  on the north end of Camp Long  in the trees across from The mount is growing. I noticed SFD there twice in the last couple day.s. As we get warmer and there’s less rain, I’m very concerned about potential fires in the wooded area , which is difficult to reach for the SFD.

      I was also concerned about this on a walk out in Lincoln park. It’s been growing significantly and with a sweep of the Rotary Viewpoint, it may lead to growth “down the hill” out of sight if there isn’t also outreach in that location. There was a large pile of discarded needles (maybe 20?) in the middle of the trail linking the stadium lot to Lincoln Park that may still be there. I think the summer fire concerns are very legitimate. We’ve had a dry spring and preventing another fire in camp long should be a focus this summer.

        Having been homeless for a little less than two months I can tell you firsthand that I abhorred this when I wasn’t homeless but even more now that I AM homeless.

        As I stated in my OP, I’m clean cut, non smoker, non drinker, non drug user and religiously keep the spot I’m in VERY, VERY CLEAN. There is NO trash, no smell, no paraphernalia, no property destruction…NOTHING.

        Yes, I may be homeless but I can’t stand those that are and create a dangerous situation for themselves and the surrounding neighborhood. It pisses me off and it’s why I’m being so strict in how I treat the space and neighborhood (I’m in) with the utmost possible respect I can.

    “people ultimately decide for themselves when they are ready to come indoors” – this nicely sums up the issue. You shouldn’t get to decide if you follow the law or not. If help is offered and you choose not to accept it fine, but you need to face consequences for your actions then. Speaking for myself, I’d rather have access to a temporary shelter while I work on getting my life together than live in a tent, but maybe I’m wired differently than these folks.

      Hear hear. Help and services have been offered to the same RVs in Highland Park for 2+ years. Always denied, and continued to shuffle around Henderson, and now Highland Park Elementary and Park. The only consequence is moving every 3-4 weeks after the city orange tags them. The city doesn’t track fines, tabs, parking violations, etc. Anyone else would have had their vehicle impounded  at this point and been forced to change their lives. Nothing will change until the city starts tracking encounters and after your 4th, 5th, idk we’re probably on strike 50+ at this point, the choice is accept services or actually have your vehicle impounded.
