FIRST REPORT, 11:30 AM: Duwamish Alive! – two days a year with a long list of work parties along the river and in its watershed – is all about volunteers. At the T-107 Park opening ceremony that concluded a short time ago, four volunteers were honored in the name of another – left to right in our top photo, Liana Beal, daughter of the late Hamm Creek hero John Beal, presented the stewardship awards given annually in his name, to Brenda Sullivan, Tom Reese, and Lisa Parsons (plus Scott Newcombe, who couldn’t be there). The dozens of volunteers who gathered to watch and listen before starting work also heard from Cecile Hansen, chair of the Duwamish Tribe, whose longhouse is across West Marginal Way SW from the park:

She thanked the volunteers, and the environmental-organization leaders who were there, for their work. Other speakers included U.S. Rep Pramila Jayapal, who hailed the years of progress in cleanup and restoration, and warned of what is in danger of being undone:

(As reported in our coverage of this month’s 34th District Democrats meeting, Rep. Jayapal says she is expecting to move to West Seattle, from Columbia City, later this year.) The morning ceremony was emceed by Duwamish River Cleanup Coalition coordinator James Rasmussen, who concluded it by leading volunteers in a rousing round of shouting that they won’t and can’t stop what they’re doing.

They also heard from Puget Soundkeeper‘s Chris Wilke, who said he’s going to Washington, D.C., next week, to see what he can do about the proposals that would ravage federal funding for the environment:

He noted that the most important cleanup that could happen along and in the river would be to get every piece of plastic, whatever its size, adding that a microplastics study was to be done during today’s event. Also speaking during the ceremony: Port of Seattle Commissioner Stephanie Bowman and Mindy Roberts of the Washington Environmental Council. FERRY FIXES: Getting ready for future ‘quick wins,’ during a backed-up Friday in Fauntleroy

Another Friday afternoon/evening backup for drivers headed to the Fauntleroy ferry terminal. (One texter told us the line was past the Lincoln Park gas station by quarter past 3.) This time, though, it had official observers:

Washington State Ferries sent this explanatory announcement earlier in the afternoon:

Beginning at 3:00 pm (today), a team of WSF staff members will be at Fauntleroy terminal to observe traffic conditions and collect baseline data. Today’s traffic and data observation is the beginning of WSF’s internal process to help implement a series of “quick win” recommendations created by the Triangle Improvement Task Force citizen advisory group. The task force’s recommendations aim to speed up vehicle processing through the tollbooth. WSF and the task force aim to launch a pilot program this spring and roll out final changes in time for start of the summer schedule (June 25, 2017).

We’ve been reporting on that process, most recently last month, when the advisory group wrapped up the first phase of its meetings (background from WSF is here).

Since the meeting we covered, WSF has published the official report on how it plans to make the “quick wins” happen – see it here (PDF) and embedded below:

None of those changes have been made yet – today’s “observation” was a preparatory step, so the hours-long backup this afternoon/evening was the result of current procedures that have yet to be changed. We’ll continue to cover this, including updates when WSF decides how and when to start the “pilot” program.

Metro bus stop in West Seattle to be shared by Microsoft shuttle starting Monday

Just found out about this via a Metro transit alert today: A citywide “pilot project” to have private shuttle buses share some Metro stops will include one stop in West Seattle, at California/Spokane (see the map above), starting next Monday. Here’s what the city says about it on the webpage linked in the text alert:

The City of Seattle and King County Metro are collaborating with Seattle Children’s Hospital and Microsoft to conduct a six-month pilot that will allow these participating organizations’ employer-provided shuttles to temporarily share a select set of public transit stops with King County Metro buses.

This pilot was carefully developed over the last two years. The pilot project will test the feasibility of allowing employer-provided shuttles to use public transit stops while minimizing impacts to public transit operations.

This pilot will be evaluated by Seattle Department of Transportation and King County Metro representatives using a set of agreed-upon performance metrics and evaluation criteria. Should the pilot be deemed successful, it may be expanded to include additional local employers with workforce shuttle systems as well as more public transit stops.

The pilot will launch April 24. The map on this page shows the 11 public transit stops designated by King County Metro and approved by SDOT where employer-provided shuttles will be allowed to stop. Participating employers will pay a permit fee to use the stops. Special signage will designate each stop as a shuttle location. We will monitor and assess operational issues, which will help determine the potential long-term viability of a permanent program.

Microsoft’s Connector bus service already has at least three stops in West Seattle, according to online schedules and maps, but apparently none are also Metro stops. We noted the service’s West Seattle debut way back in 2008.

REMINDER: Recycle Roundup this Sunday

Are you ready for the Recycle Roundup? The twice-yearly free dropoff event presented by Fauntleroy Church‘s Green Committee is this Sunday (April 23rd), 9 am-3 pm. So we’re reminding you again, in case you still have sorting to do. Here’s the list of what they will and won’t be accepting this time; here’s a map to the dropoff spot (9140 California SW).

BIZNOTE: Experimac now open in north Morgan Junction

Experimac is now open at 6040 California SW (just north of longtime WSB sponsor West Seattle Office Junction). Proprietor Travis Weaver is the local franchisee of this nationwide chain of stores that sell used Apple computer/phone equipment as well as doing repairs. After a tip from Rick, we noted the “coming soon” signs a while back, never made contact with anyone but then noticed while passing that the shop was open today, so we stopped in – they just opened the doors yesterday, Weaver said. His shop is open 10 am-7 pm Mondays-Fridays, 10 am-5 pm Saturdays, closed Sundays.

VIDEO: More SW Admiral Way changes in the works, SDOT tells Alki Community Council

Six months after SDOT rechannelized most of SW Admiral Way west of California SW, more changes are on the way. A briefing from SDOT transportation planner David Burgesser was part of last night’s Alki Community Council meeting – we recorded it on video, as you can see and hear above. There’s actually not much to see — no slide deck, because SDOT says it’s all being designed right now, but they’re planning “crossing improvements” at six intersections along Admiral:

-49th SW
-SW Lander (at 53rd SW)
-SW Stevens
-59th SW
-61st SW
-63rd SW

Some of the improvements will be “painted curb bulbs” to narrow the crossing distance for pedestrians, possibly decorative with a “beach theme,” said SDOT’s Burgesser. But one intersection might be in line for a major change – he said that the five-way intersection at 59th SW/Admiral is being studied for conversion to an all-way stop. Right now, it has a pedestrian-activated signal; that would be converted to flashing red during a study period, Burgesser said.

One thing they’re not going to do: Make changes at 57th SW. That was explained in an e-mail from SDOT’s Dawn Schellenberg:

We also heard support and concern for adding a crosswalk at 57th Ave SW. One suggestion was to shift the bus stops east closer to Schmitz Park. Generally, folks agreed sight distances for crossing Admiral were better at this location; and it would have less impact to on-street parking. We met with King County Metro staff onsite to discuss the change. Because the bridge was not built to withstand the weight of buses stopping there, we looked at shifting the stop west away from the bridge. Unfortunately, the sight distances are not good for their drivers. Therefore, at this time we’re holding on any changes at 57th Ave SW.

Her e-mail added, “We also committed to evaluating speeds and crashes about one year after the street was restriped. Evaluation will happen over the summer/fall timeframe. We look forward to reviewing and sharing the data; and learning how the street is functioning and if any additional tweaks are needed.”

As noted on the project page, and reiterated by Burgesser at last night’s meeting, the next round of changes will be made before year’s end, and will be brought to the community once the designing’s done.

EARTH DAY: Lafayette Elementary cleanup on Saturday

Looking for someplace to make a difference tomorrow, on Earth Day? We’ve already featured Duwamish Alive! – but there are smaller events, too, like this one at Lafayette Elementary, all ages welcome:

On April 22nd we will be celebrating Earth Day here at Lafayette from 9:00 am-12:00 pm. It is a Saturday morning and we will be having a community clean-up day. We are joining hands with our self-help and Jackson Lewis P.C. We will have at least 25 volunteers. Please bring your child and help clean up/ freshen up Lafayette’s grounds this Earth Day! There will be water, juice, donuts, and coffee.

7:20 AM: Good morning! Lots of sunshine. No incidents.

DOWNTOWN ALERT: KeyArena has a big event today, “WE Day,” running through 4 pm – it’s on the SDOT list of potentially traffic-affecting events.

9:19 AM: If you’re heading out late – there’s a crash on the NB Viaduct at Seneca. Also, a crash response just dispatched to the eastbound bridge before the 99 exit – SDOT says it’s a multiple-car crash. (And we have multiple reports that the C Line is diverting to 4th as a result.)

9:22 AM: Scanner says the 99 crash/response also has the Seneca exit blocked.

9:56 AM: Two lanes are now open again at the 99 crash scene, per police, heard via scanner.

10:07 AM: SDOT reports the Viaduct scene is completely cleared. No updates on the bridge yet but looking at the one camera that’s working right now, it appears a tow truck is on scene.

10:21 AM: And now SDOT says the bridge crash scene is clear, too.

Southwest Design Review Board doubleheader, report #2: 4220 SW 100th gets OK to move to next phase

“We changed a lot.”

That’s how architect Jonathan Lemons described what’s happened since the first meeting for the second project that went before the Southwest Design Review Board tonight – a nine-unit proposal for the ex-church site at 4220 SW 100th in Arbor Heights,

SWDRB members present for this hearing were chair Matt Zinski, Don Caffrey, Alexandra Moravec, and fill-in Robin Murphy (a former board member). The project’s assigned city planner, Tami Garrett, was on hand too.

This was a second round of Early Design Guidance, as ordered at the conclusion of the project’s first review back in January (WSB coverage here). That means it’s the phase where the focus is on massing – size, shape, placement on the site – rather than appearance details.

UPDATE: Crash at Fauntleroy/Oregon

10:58 PM: Though the original callout was at 10:10 pm, we’ve just received multiple tips that a crash is still blocking Fauntleroy/Oregon. We’re off to look.

11:26 PM: SFD was gone – we’ll have to ask tomorrow about injuries (from the incident log, doesn’t look like anyone was taken to the hospital by medic unit) – and two vehicles had been moved to the sides of the road, both in the process of being towed, so the scene should be clearing.

The first project of tonight’s Southwest Design Review Board doubleheader, 4754 Fauntleroy Way SW, just got 3-1 approval in the second and final phase of the process.

It’s a project dubbed “The Foundry,” on the northeast corner of Fauntleroy/Edmunds, planned as a 7-story, 108-unit apartment building with 10 live-work units at ground level and 103 offstreet-parking spaces underground.

The live-works – spanning the ground floor, where a building of this size and zoning might instead have commercial spaces – were the biggest topic of concern, both for board members and for the neighbors who came to comment.

Board members present for the meeting at the Senior Center/Sisson Building were Matt Zinski, Todd Bronk (both of whom disclosed that their respective employers have done work with the developer Holland Partners, but not on this project), Alexandra Moravec, and Don Caffrey. From the city planning team at SDCI, Josh Johnson is the planner assigned to this project, which last came before the board in August 2016 (WSB coverage here).

CAR BROKEN INTO: Ashley reports, “My boyfriend’s 2013 Mazda CX-5 was broken into on 41st and Edmunds, they went through everything, only took some change. Just wanted to give anyone else who parks on that street a heads up.”

BICYCLE FOUND: From Jason, the photo and report:

Picture attached of a bike, probably stolen and ditched, without a seat. Been sitting just south of the pedestrian bridge on Fauntleroy & Andover for a couple of days.

DOWNTOWN ALERT: Closures, detours for investigation of shooting that injured officers

3:36 PM: We haven’t mentioned this downtown situation sooner (aside from comment discussions) because of the 35th/Morgan crash closure (updates here), but now that the pm commute is starting and the situation is not yet resolved: Some blocks in the heart of downtown are still closed for the investigation of a shooting that injured two Seattle Police officers after a store robbery downtown. Both are at Harborview Medical Center. SPD says it found two suspects and is seeking a possible third. The closures have been affecting Western, 1st, 2nd, from Spring to Madison to Marion, so if you’re trying to get through downtown, heading as far east as you can, before heading south, is a good bet.

3:50 PM: SPD tweeted that they are no longer looking for someone else, “all suspects in custody.” At about the same time, authorities briefing media at Harborview said one officer is in stable condition, one is in serious condition. No new updates on road closures/bus changes.

4:48 PM: Now SPD says there might be a third suspect after all. Meantime, thanks in advance to commenters sharing any updates on how things are going getting from downtown to West Seattle – Mary took RapidRide and says “no issues.”

UPDATE: 35th/Morgan reopens after 4-hour crash investigation

1:38 PM: Thanks for the tip: A sizable “heavy rescue” Seattle Fire response has been sent to 35th and Morgan. Details to come.

1:45 PM: Per scanner, at least one person from this crash is being transported by medic unit. There might be a second victim.

1:50 PM: Adding a photo. Police tell us at the scene that the driver apparently hit a bus – which is pulled over further north on 35th, by the car wash. Avoid the area. A second medic unit was dispatched, so we’re trying to find out more about the second reported victim.

2:03 PM: The Housing Authority van above also is reported to have been hit by the driver of the car shown above. In all, fire/police at the scene tell us that 4 people are hurt – 2 are going/have gone to Harborview by SFD medic unit, one is going to a hospital via private ambulance (AMR), and the fourth person is refusing medical assistance so far. Police say the Traffic Collision Investigation Squad is coming out, and that means the intersection is likely to be closed for a few hours – they’re taping it off right now.

3:16 PM: Photo above shows TCI investigators just after they arrived at the scene. We’ll be checking back in about half an hour to see if it’s still closed. Metro has finally sent an alert for the Route 21 reroute – “Use stops south of SW Holden or north of SW Alaska.” (Added: Here are some additional 21 details.)

3:41 PM: And Metro has just sent Route 128 reroute information: “Use stops on SW Orchard east of Delridge Way or on California SW north of SW Holden.”

4:12 PM: Intersection still closed, wrecked vehicle still there. We will check back in another half-hour.

5:10 PM: We are back at 35th/Morgan. Tow trucks are hooking up to the car and van.

Should be clear before too long. Meantime, SFD tells us a man and woman were taken to the hospital, both in stable condition.

5:47 PM: Just checked again – 35th/Morgan has reopened.
