    Last night I attended the dog and pony show that was public comments on Nick Licata’s impending encampment legislation…

    thank goodness i can’t find that on video :)

    but.. i did find the afternoon discussion on the proposed encampment legislation that answers a lot of questions …

    Church Council Calls Press Conference

    Announces Support for Expanded Tent City Options

    Friday, June 28, 1:30 p.m., Seattle City Hall Atrium

    Concerned Seattle Congregations Invited

    Dear Friends in the Religious Community,

    I am writing to invite you to join the Church Council of Greater Seattle in a press conference this coming Friday afternoon to support an ordinance before the Seattle City Council that would expand opportunities for tent encampments that shelter those who are homeless in our community.

    In particular, I am writing because Seattle congregations have played a vital role in providing critical—often life-saving—support to those who become homeless, especially through their hosting and supporting of Tent City 3 and Nickelsville.

    Through the religious community’s public witness, the City of Seattle passed an ordinance in 2012 that provides outright allowance for religious congregations and institutions to host tent encampments on their properties. The religious community has demonstrated that such well-organized encampments are both needed and can work.

    But the need is growing. According to this year’s One Night Count, nearly 9,000 people are homeless in greater Seattle on any given night, almost 3,000 of whom have no shelter at all when our 6,000 available shelter beds are full. Clearly, more sites are needed.

    Seattle City Council Member Nick Licata has proposed an ordinance that will allow such encampments on city and privately-owned properties, with reasonable limits on size, location, and management. (A copy of the proposed ordinance is attached.)

    Please join us at 1:30 p.m., this coming Friday, June 28, in the atrium at Seattle City Hall (5th Ave. between Cherry and James) where the Church Council of Greater Seattle will declare its public support for Mr. Licata’s ordinance. We will be joined by representatives of Real Change, Seattle’s street paper, and the Defender Association, which provides legal aid to indigent clients in the criminal justice system.

    The Licata encampment legislation would require toilets, qualified management and access to services for no more than a total of 300 people in 3 locations zoned for industry…

    none of them would be allowed to be located close to one another and the maximum time limitation would be 1 year.. (6 mo with 1 6 mo extension).

    they would be considered transitional housing designed to move people from the streets into services and housing.

    At this point, there is no provision for public funding.. they would be privately funded.

    Think about the people living in the greenbelts and then think about who else will have no other place to go when Nickelsville closes…

    This is not a perfect ordinance but it is one way to prevent mass numbers of people with nowhere to go but our streets this winter…

    You can email or phone Council Members. Simply state: “I urge you to support CMs Licata’s & O’Brien’s proposal to have a temporary encampment for homeless people; because, presently, there is no where else for them to go.” Then give your name & phone number.

    (I doubt they’ll call you).

    Mike emailed me last night to let me know that there are a couple of spelling mistakes in my email list.

    “Mike Conlin’s is missing the first “e” in “seattle”, and Rasmussen’s is missing the “m”, and has triple “s’s” where the double should be.”
