Most services in Seattle are complaint-driven, which explains in part why nothing ever gets done. The last time I tried calling parking enforcement, the cop on the phone told me that it no longer existed. Plus, you can’t call 911 for parking complaints, and non-emergent calls to SPD are rarely answered. The city sets things up this way deliberately to make it difficult to impossible for taxpayers to call in any kind of complaint- meaning no one has to do anything. It’s been years since I saw one of those little parking enforcement vehicles making rounds as they should be doing.
