my first observation is that every american city has a different set of predicaments. for example, lafayette is a flat city on a river. a lot of pumps are required to move its waste to treatment. whereas seattle, due to its topography, employs more gravity to get its waste to treatment.
and lafayette’s basic infrastructure is… what? a hundred years older than seattle’s?
population/density, elevation above sea level, climate, power sources, median income, taxation/funding model… all are wildly different across america, and all of those factors influence investment in infrastructure construction and maintenance.
