I’ve actually been on this quest and was buying small packages of every brand I could find to compare. The ultimate winner for me was Scott Ultra Soft (not to be confused with regular Scott which is as thin as tissue paper). Runners up were Cottonelle Clean Care and Charmin Ultra Strong Mega.
