Normally a pub with food can choose to be minor friendly, a pub without food I don’t think can allow minors. (correct me if I’m wrong)
Serving liquor is similar as well, if you have a seperate area for 21+ that seperates the space from minors (that’s why you see so many stand-up bars or walls just a few feet away from the bar) Then you can have minors, or the establishment can voluntarily choose not to give minors entry.
There also use to be a law that the bathrooms had to be a certain distance from the Bar area as to not entice the “young’ns” from slipping in, or sipping in. This building code might still be in existence.
