I second or third Bikeworks because he is 16, and things change. Used steel road bike frames are worth something, and stand for abuse from previous owners. No need for a new bike. Outfit a proper frame like a hybrid, and have the bike fitted by someone like Alki Bike and Board. Again he is 16 and may outgrow it. Avoid a mountain bike frame at all costs…they are both ungainly and inappropriate for riding West Seattle hills. Avoid Gregg’s like a plague — they only give a crap if you’ll spend $$$. Stick to a local bike shop like Bikeworks, Alki B&b because they actually really do care.
