Especially if you’re in east West Seattle, you might be wondering about a big Seattle Fire response on Harbor Island. It went out as a full major “fire in a building” response but has since been scaled back. Scanner traffic indicates it’s a generator fire at or near Vigor Shipyards. No injuries reported so far.

Reader report: Cleanup crew at Highland Park ‘nuisance house’

The photos are from Dina Johnson, showing a house in the 9200 block of 12th Avenue SW being cleared out today by a company called Aftermath (specializing in, according to its website, “trauma cleaning and biohazard removal”).

Dina says the house generated complaints for years, and that the crew told neighbors “this dumpster they’re loading is the SECOND one – the first was filled up with every kind of trash – in one room ‘up to the ceiling’,” including what was described as “drug paraphernalia.”

The home’s owner died earlier this year; city records show complaints and citations about junk storage over the years.

ELECTION 2015: See the fourth round of primary results

Whole lot of last-minute voters in our area – while the last pre-election count of returned ballots showed only about 9,000 out of 60,000 had been received, that number has almost doubled to just under 18,000, for a turnout of about 30 percent. Your next chances to experience the summer-long, multi-site art event Duwamish Revealed – beyond viewing its installations – come tonight and tomorrow:

Have you seen “Duwamish Lighthouse” – at left in that photo with artist George Lee – at Jack Block Park? The first time we saw it in late May, looking down toward it from a walkway at the park, we didn’t know what it was, despite our early knowledge of the overall DR project, and speculated wildly that it was some kind of dock to ferry in workers for the then-nearby Polar Pioneer. It actually has functions including lighting and water-quality sampling, Lee told us during a recent media tour of some of the installations, led by DR curators Nicole Kistler and Sarah Kavage. Listen to his explanation:

Starting at 6 pm tonight, Lee and other artists with installations at Jack Block Park (2130 Harbor Ave. SW) are scheduled to be there as part of an informal reception, and at 7, the park is also where you can see the performance “Reverberando (as mentioned in our daily preview this morning, and on this Facebook event page). In the background of our video clip with Lee, above, you can hear part of another installation – a sound piece, on which Robb Kunz collaborated with Joshua Kohl. Kunz talked about installing the sound equipment under one of the park’s overlooks:

Yet another artist you’ll be able to meet tonight while viewing her work at Jack Block Park is Jordan West Monez. Her “Plant 2015” is on the barge pier you can look down onto from one of the easternmost upper walkways at the park:

It’s an echo of the camouflage that topped Boeing Plant 2 during World War II. During our tour, she talked about it while standing on the walkway:

Also expected tonight is Jack Daws, the artist who made the signage that startled some when it turned up – we wrote about it in late May. If you don’t make it to tonight’s event, the art will still be at Jack Block Park for some weeks to come, so you can explore it at your own pace – lots of background material on the Duwamish Revealed website.

Tomorrow brings two events as part of Duwamish Revealed, on both sides of the river. On the West Seattle side, the City Meditation Crew plans a unique paddling event that you can watch, or be part of, 10 am-4 pm at Terminal 107 Park – details here. Then tomorrow night, West Seattle aerialist Tanya Brno stars in a performance piece visible from the eastern shore spot called The Estuary:

A site-specific aerial performance that is not to be missed! In her most ambitious piece yet, aerialist Tanya Brno performs suspended by a crane above the river in an illuminated moon created by sculptor Yuri Kinoshita. The performance will be accompanied by Coast Salish flutist and storyteller Paul Che Oke Ten Wagner (Saanich tribe).

This unforgettable evening will open with a twilight performance by the Duwamish Riverside People’s Chorus, led by musician Anne Mathews from the Lonely Coast. ALL ARE WELCOME to be part of the People’s Chorus – join Anne on the riverbank by the Estuary on Saturday, August 8 from 2-4 pm to learn and rehearse the music.

During last week’s tour, curators Kavage and Kistler told us the crane is among those visible from this spot where we stopped on the eastern riverbank:

Toward the left of that view, by the way, is yet another installation from Duwamish Revealed – the only one that’s actually in the water, it was explained. But you won’t be watching Brno from there – The Estuary is a little further north, at 4651 Diagonal Ave. S.

We have a few more Duwamish Revealed stories to tell from the tour, but we’ll save them for another day – including more on the Water Festival coming up next weekend at Duwamish Waterway Park in South Park, including myriad performances plus the annual Lucha Libre masked-Mexican-wrestling show … 12-8 on Saturday, August 15th; 12-6 on Sunday, August 16th. Six and a half years after the Delridge Grocery Cooperative was launched as the Delridge Produce Cooperative, it’s at a key point in its growth toward making its store a reality. You can help by talking with DGC volunteers about becoming a member when you see them at their pop-up farm stand during tomorrow’s Delridge Day festival (11 am-3 pm Saturday in Delridge Community Center Park). According to the community e-mail update they’ve sent this week, they’re looking for a “substantial surge in membership” as Northcountry Cooperative Development Fund reviews their application for the loan they need to get the store open; the potential build-out money set aside by DESC, owner of the Cottage Grove Commons building in which the store would be located, is contingent on that loan. DGC says, “The next two weeks are critical. … When we get our loan, permitting and buildout can begin immediately. We’ve come so far and just need a few more members to secure final funding. Become a member now, or ask a friend to join the co-op.” The update continues:

Co-op members can vote on important co-op decisions, run for a seat on the board, and share in profits. Most importantly, members help bring healthy food to the Delridge neighborhood.

Co-op memberships can be paid in installments starting at $5, paying as you can. A full lifetime membership costs $100. We ask members to pay the full $100 if they are able, however, no members are turned away for lack of funds and any amount helps us reach our goal.

West Seattle development: Along Alki Avenue

Two notes today about Alki Avenue redevelopment:

ALKI AVENUE TEARDOWNS: Thanks to Gary Jones for the photo from 3036 and 3038 Alki Avenue:

3038 was demolished yesterday, and 3036 was next to go (still standing as of a few hours ago). Slated for the site: Three single-family houses with six parking spaces.

FUTURE ALKI AVENUE TEARDOWNS: A land-use application is in to replace the houses at 1706 and 1708 Alki with seven townhouses and 10 parking spaces. The project will go through the Streamlined Design Review process, according to the city’s online files.

Remembering Charla Mustard-Foote, 1945-2015

“Today we lost another of our own.” So wrote a WSB Forums member last weekend, sharing news of the sudden passing of longtime participant/contributor Charla Mustard-Foote. The sentiment goes for the wider community as well; here is the remembrance Ms. Mustard-Foote’s family is sharing:

Charla Mustard-Foote passed away at her home in West Seattle on Sunday, August 2, 2015. Charla was born in Chicago, Illinois, on January 12, 1945. She was the only daughter of Charles Foote and Velma Mustard. K-12 education occurred in Cambria, Michigan, and she graduated from the University of Iowa, in 1970 with a degree in Journalism.

After college, Charla worked as a reporter for several newspapers in the Midwest. In 1979 she moved to Lowell, Massachusetts, to work for the Digital Equipment Company in Boston as a Technical Writer, eventually becoming a Documentation Manager. She worked for several computer companies in the Boston area after that, moving to Sun Microsystems in 1993 as a Lead Technical Writer. At Sun, she rose through the ranks of management, transferred to Cupertino, California, in 1994 and was appointed Director of Product Integration in the company’s development group in 1998.

She met her husband, Robert Shields, in 1996 and they married in 1997. Together they moved to West Seattle in December 1999 so Charla could take a position with Amazon.com, then for the supercomputer manufacturer Cray Inc. Charla started her own consulting firm in 2003 and retired in 2010.

She was a busy professional woman, but she was an avid fan of blues and rock and roll. A voracious reader, she accumulated nearly 3,000 books. She was a Red Sox fan through and through, before changing her loyalty to the Mariners. Of course, the Seahawks were her favorite, even when they played the Patriots.

She is survived by her husband; her stepson Aaron Shields and his spouse Jennifer; and three grandchildren: Cole, Connor, and Katri Shields.

A memorial gathering will be held at a place and time to be determined. In lieu of flowers, the family suggests donations to Heifer International, Arbor Day Foundation, or a charity of your choice.

West Seattle development: City gives key approval to 3050 Avalon microhousing, with interpretation that it’s 14 apartments, not 104

Another chapter in the saga of 3050 Avalon Way, a vacant lot proposed for a 104-unit microhousing building. As reported here in September of last year, it was one of two West Seattle microhousing projects told that it would either have to make changes or go through Design Review as a full-fledged apartment buillding. That was the result of a Department of Planning and Development interpretation related to a lawsuit involving a Capitol Hill microhousing building. Less than two months later, we reported that the developer planned to make the changes that would keep the 104 units from being considered as separate apartments.

Subsequently, the nearby neighborhood group Seattle Neighbors Encouraging Reasonable Development asked the city for an interpretation on whether the city would view the plan as 104 apartments or 14 – and today’s Land Use Information Bulletin brought the notice of that interpretation, summarized this way:

The question raised for interpretation was whether the 104 bedrooms in the proposed building should be regulated as separate dwelling units. Each of the bedrooms has a private bathroom. Early versions of the plans showed counters with sinks in each bedroom, outside the bathroom, but those features were eliminated before the plans were approved. The interpretation concludes that the individual bedrooms are not designed and arranged as separate dwelling units, and that the proposed building is appropriately regulated as a 14-unit apartment building based on the plans as modified.

We first made note of a potential project on this site three years ago, when it appeared on our “West Seattle development in the works” map as a “14-unit boarding house.” Along with the 104 “sleeping rooms,” the newest plan set for the building continues to show it without offstreet parking – not required because it is in a “frequent transit” area (with RapidRide running along Avalon) – and with a basement level plus 6 stories and a “mezzanine” top level.

Accompanying the interpretation today is a key land-use approval for the project, a determination of environmental non-significance (“environmental” in land-use decisions includes factors such as traffic and noise). You can read that decision here. Its publication opens a two-week appeal period; anyone who wants to appeal the “interpretation” can only do that in connection with an appeal of this approval. The process of filing an appeal is explained here.

West Seattle road work: Beach Drive paving schedule changes; Alki paving done

While the repaving work in the 1300 to 1700 blocks of Alki Avenue SW has wrapped up (we drove through this evening to verify, about eight hours after taking the photo above), the Beach Drive work that was supposed to start has instead slid back a bit. SDOT says it’ll start tomorrow:

Seattle Department of Transportation crews will pave Beach Drive Southwest between Southwest Spokane Street and Southwest Orleans Street, 7 a.m. to 5 p.m. daily, on Friday, Aug. 7 and again on Tuesday, Aug. 11. During this time, the street will be closed to through traffic but open for local access. People may enter and exit driveways, but they may need to wait at times for up to 15 minutes. On-street parking will be restricted in the work area. Due to equipment issues, the schedule for this paving project has been changed from its original schedule for Aug.6-Aug.7.

6:45 PM: If you’re not already at Hiawatha Community Center park – grab a folding chair and get over to the east lawn while blues/folk/rock artist Star Anna is onstage! Her show is the third of six in this year’s Summer Concerts at Hiawatha series (presented by the Admiral Neighborhood Association with co-sponsors including WSB), on until about 8 pm, along Walnut south of Lander.

7:03 PM: Added a quick Instagram clip (mouse over the image to find the “play” button); more photos/video later. She’s warming up, as she put it, with solo songs, and says her band will join in after the upcoming break – “then you can really start dancing,” she said, perhaps to the small children swarming in front of the stage.

Good crowd here as usual but still lots of room to pull up your own corner of the lawn and settle in for some good music.

Maybe you saw the flyby too – Rosie asked about it via the WSB Facebook page, almost concurrently with that photo arriving in the WSB inbox courtesy of Keefe Leung. That was the Europe-based Breitling Jet Team, which performed at Seafair last weekend, leaving around 4:45 today. Keefe reports, “They did a couple photo-op passes in formations with the downtown skyline before continuing north.” They fly seven Czech-made L-39C Albatros jets; read about the team here. Next stop: Abbotsford, British Columbia.

2015 ELECTION: Third round of primary results out – Herbold’s lead over Braddock widens

If you were waiting for the third round of primary-election results – it’s in. For Seattle City Council District 1 (Seattle/South Park), Lisa Herbold‘s lead over Shannon Braddock has widened to more than 300 votes. Phillip Tavel is a relatively distant third:

Herbold – 30.07% – 4870 votes
Braddock – 27.97% – 4530 votes
Tavel – 18.07% – 2926 votes

West Seattle Crime Watch: Bail increased for vandalism suspect; toddler’s street sign stolen

Two notes in West Seattle Crime Watch this afternoon:

BAIL INCREASED FOR VANDALISM SUSPECT: We reported early Wednesday on 31-year-old Yonas Berhane, arrested near California/Raymond after allegedly vandalizing at least 10 vehicles and harassing/threatening people. At a hearing this morning in a King County Jail courtroom, Berhane’s bail was increased to $10,000, and additional charges were filed, according to the docket – he now faces two charges of harassment and eight charges of vandalism. He is due back in court on August 17th.

TODDLER’S STREET SIGN STOLEN: You wouldn’t expect to see a street sign for Corliss Avenue in West Seattle – it’s way up by Northgate. If you do, it might be the one Justin is looking for:

Last night, someone walked off with our decorative street sign (purchased from the city of Seattle). Our son shares the name.

It happened in the southeast Gatewood area. If you find/see it … let us, and police, know!

UPDATE: Rescue response in 3700 block Beach Drive; no emergency after all

2:29 PM: A major Seattle Fire response is on the way to the 3700 block of Beach Drive [map] for a rescue response – a report of an overturned kayak, 300 yards offshore. Units are being sent by land and sea. More to come.

2:37 PM: A fireboat is reported to be making contact with a kayaker and trying to determine if anyone is actually in need of help.

2:42 PM: The Coast Guard subsequently reported that another kayaker might have helped someone in trouble, but right now it’s being concluded there is no (longer an) emergency. Some of the responding units are being dismissed.

2:47 PM: Our crew is there now and has been told the same thing on shore – one paddler assisted another and everyone is OK now.

Thanks to the tipster who let us know about a crash at 8th south of Barton. We just got to the scene; 8th remains blocked south of Barton while tow trucks are awaited. Police tell us one person was taken to the hospital with non-life-threatening injuries. The tipster says a Route 131 bus has been stuck at the scene too.

BIZNOTES: Quadrato closes; Harry’s renovates; West Seattle Brewing Company updates; more

Four food-and-drink-related West Seattle biznotes:

QUADRATO CLOSES: Michael sent the photo and wondered about the status of Quadrato at 4302 SW Oregon, saying it hadn’t been open for a few days. We e-mailed proprietor Cary Kemp, who confirms this morning: “Due to the recent addition of two West Seattle eateries offering the same menu items within a stone’s throw of Quadrato, we have been forced to shutter our establishment. We are grateful to our customers who supported us the last 2 years and thank you all for keeping us in business.” Kemp also owns Pizzeria 22 in The Admiral District, which WILL continue in operation. Quadrato opened in October 2013.

RENOVATIONS AT HARRY’S CHICKEN JOINT: We heard from a few people worried about Harry’s Chicken Joint at 6032 California SW, closed and papered. Just a TEMPORARY closure, we’re told by proprietor Bruce Cougan, who says it’s a round of renovations they’ve been planning for months. “We wanted to paint the whole place, including the back prep areas. We are also repairing one reach-in and adding another. The countertop is getting replaced and we are adding new touches to the dining room and removing the large table.” They’ll be done and ready to reopen in another week.

WEST SEATTLE BREWING COMPANY: We’re asked periodically about the 4415 Fauntleroy SW establishment that had just reopened after one mystery closure, only to shut down again on June 22nd, when King County ordered it to close for “operating without a valid permit.” You might have noticed work going on there again; on the WSBC Facebook page, owner Drew answered a “When are you reopening?” question on FB with “We’ve hesitated to provide any kind of timeline, because the timelines we have been given are vague at best & between 3 separate government entities, rarely, if ever accurate. Last thing we want is to put any of you through the repeated disappointment & frustrations we’ve had to & continue to crawl through. If it were as simple as picking a date, I promise we most certainly would have done so, & of course would have passed along that information to all as well. Instead, bureaucracy, or “beer-ocracy” as we call it, continues to be a battle, of which very little is in our control.”

FROM JUICE TO NAILS: The ex-Jamba Juice space at Westwood Village, empty a year and a half, will be the new home of NK Nails, moving from its current spot next to Wyatt’s Jewelers (WSB sponsor) elsewhere in WWV. We’d received a tip to that effect a while ago; now it’s confirmed by a construction-permit application and other documents in the Department of Planning and Development files.

West Seattle scene: Tsunami-debris barge has arrived

Last night, we mentioned a barge full of trash including tsunami debris was expected at Waste Management Northwest‘s South Park dock in time for a media event tomorrow morning. Looks like it’ll be there in plenty of time:
