nonpartisan — adj
not partisan or aligned, esp not affiliated to, influenced by, or supporting any one political party
RB, thats not how politics works. Nonpartisan applies to things like the IRS, CBO, the Media (haha), etc.
Bipartisan applies to things like opposition to Obamacare, and opposition to Obama’s budget. Both parties are standing on his tail (as you call it) in these cases because more negotiation is required.
And to answer your question, I’d say he is both weak and a bully. He isn’t picked by either team, (weak) so he takes his ball and says, “it’s my ball, we are playing by my rules…I get 5 strikes!” (bully)
Take the DREAM act for example. It was being worked on by both parties before obama cut in with his magic wand to create a short term, pander-iffic solution.
