I understand the meme, but I don’t understand its application here, especially by a government entity.

But what are the traffic faux pas/offenses that are being depicted in your pic and the previous? To me, it looks like someone is just randomly photoshopping hats above cars.

I think it’s a pretty scumbag/selfish move to be driving a clunker car that is going to break down at any minute during rush hour and literally block 50% of the northbound lanes of the viaduct. The Scumbag Steve meme (http://knowyourmeme.com/memes/scumbag-steve) is just like that roommate you had in college that mooches off of everything and everyone and dresses like a jerk (the hat and fur coat in the original meme) and just generally thinks he’s the sh*t, when in reality he’s just the jerk mooch everyone hates and won’t go away. That’s what the hat is. And in what appeared to be a rubbernecking backup this morning, yeah that might be deserving of a hat too.
