A locksmith buys lock sets wholesale. They don’t come with keys, the LS can make as many keys as he wants. If he says he can not, then he is not a locksmith.
How much was a lot. I have gotten my commercial doors redone a few times, and the most I paid was $100 for 4 locks.
You can get new keys made at a hardware store though.
