i don’t know what world you live in…

but yes, they do.
they even build kittie condo ourdoor wire enclosures to allow their sweet little friends safe outdoor access.
some people even train their cats to walk on collar.
imagine that!
as for those feral dogs you mention…
i think they are more the result of owners turning loose animals they no longer want to assume responsibility for than escapes :(
but you keep that fantasy world of yours going
