I live on the west edge of the Junction – just a block past the retail. Our water is very often brow, our faucets get clogged with debris a few times a year, and there’s brown stains (from the tap water!) on our toilets. The water infrastructure here is that of a developing country.
How old is your house because unless this is quantified by any of your neighbors it is probably your old pipes. The domestic system although old in spots flows so regularly that the complaints that you speak of are a rarity.
