  This is a racing or homing pigeon. The leg band indicates that this bird belongs to someone with a flock of other similar pigeons. S/he very likely comes from someone associated with the Puget Sound Pigeon Club. I highly recommend that you contact the organization so this bird can be returned to their flock.
