    What are the requirements to drop a mooring buoy near the Fauntleroy Ferry terminal? I realize it has to be beyond the tidal waters of the home owners to respect their rights. Who controls these waters?

    yes, it’s about Bainbridge, but I would assume that these entities would have info about near the Fauntleroy Ferry Dock , too.

    Department of Natural Resources (DNR) issues permits for mooring buoys. They have specific requirements on the ground tackle configuration to prevent damage to eel grass. There is a couple companies who specializes in installing moorings around the sound who could probably help you with specific advice. I don’t remember the names, but they can probably be found through google.
