Hi Ken. Here is the description I gave the police and paramedics:
The male who ran over from the basketball court is about 5’10” with shoulder length black curly hair, in his early 20’s. Of the 2 females who “had” the dog, one was in her teens and the other maybe in her early 30’s. The older female had shorts on and appeared to be wearing shin braces or some very stiff turquoise socks which came up to her knees. The fabric had a diamond pattern. The females were also with an approximately 2 year old girl. All were of Pacific Islander decent.
One fact I forgot to mention in my original post is that the officer who responded told me to call 911 if I see this dog again because this is starting to becoming a problem.
