A couple of years ago I witnessed the same thing at the same Safeway.
I turned the corner just as the 3 boys were concelling the case of beer in a jacket, I walked up to them I said “You never know when an off-duty police officer is standing in the aisle with you, which means you won’t get far with your plans for the night” while giving each of them a good hard look in the eyes, turned away and said “Have a good night gentleman”.
Within minutes I watched them leave the store empty handed.
