    Any thoughts on why the city ignores their own leash laws??
    The police have more important things to do, like dealing with real crime.

    Seeing more bikes with flashing strobe lights. According to a past Seattle Times “traffic lab” article these are illegal-they gave the smc#. Also there are helmet laws. Why does the city ignore?

    Question for the bike riders: if you don’t like these laws why aren’t you working to change them?
    Why would I waste energy trying to change a law that an already overburdened police force is never going to enforce? Also, I’m going to continue to shine my annoyingly bright helmet mounted stobing light at approaching cars. Why? It gets their attention when they are distracted texting, puting on makeup, reading the paper and drinking their 600 calorie lattes when considering making a left turning in front of me.

    Hi West Seattle,

    I’m sharing this far and wide, in the hopes that no one falls for the trap I did this week. We’re trying to build as much awareness around puppy mill scams as possible, while raising funds for our puppy, Chula, who is at the Blue Pearl Vet in North Seattle, with Parvovirus.

    Here’s what I wrote and have shared so far, for what it’s worth:

    The Tip:

    Every year, hundreds, possibly thousands, of puppies are sold via puppy-mills and scams in the Greater Seattle area. People like me believe they are adopting these puppies for a small “rehoming fee”, due to varying circumstances the supposed families claim to have. And some of these puppies end up sick and dying within days being with their new “forever” families, due to the canine Parvovirus disease running rampant in these unhygienic puppy-mills. The police say there is little to nothing they can do to prevent the perverse abuse of animals and their new owners.

    The Story Details:

    How is it possible that people in our Seattle-Tacoma area are not aware of the underground puppy mills selling sick and dying puppies, infected with the Parvovirus, to innocent families across the city and State? The burden becomes tremendous not only financially (between $2,450 to $12,500 in hospital bills), but emotionally traumatic.

    I found out the hard way. And now, my brand new puppy, the little girl I named Chula and thought I was “adopting” from a Federal Way family, is at the Blue Pearl Vet hospital in North Seattle with a bill that currently stands at $3,000 and growing. And she may not make it; she won’t be the last.

    I was scammed by a puppy-mill enterprise off Craigslist this week, and it is heart-wrenching, and I’ll admit, highly embarrassing. How could I not have known? Why didn’t I listen to my gut— that instinct that said something was wrong – these people were hiding something? But I, like so many others, thought we were just being a little paranoid. Because surely, who would sell sick puppies with an awful disease? I thought I was being paranoid, dramatic, and when I held her and she licked my chin and nuzzled in against the cold, she fit in my arms and I loved her. But as soon as I drove away, it sunk in, all the little red flags fell in a row.

    “Did I just get scammed?”

    How could I have been so clueless? “We’re moving and can’t keep our puppy. Our children will be so sad, but there’s nothing we can do! The rehoming fee is $360 and she’s a wonderful girl, good with kids, and 75% potty-trained. We just want a good forever home for her!”

    Bullshit.

    Now that I’ve witnessed what’s happening, it appears that a very large percentage of posts on Craigslist for puppies are likely puppy mill scams. And I say “scam” because it’s not a legitimate business; they lie about their identity, where the puppy came from, how old it is, its health status, likely its breed, how “sorry they are” to see it go, and maybe even the health records they hand over.

    Officer Etchel (unsure of spelling), who specializes in animal cases with the Federal Way Police Office, told me today that there are dozens, hundreds, thousands of these puppy mills. There is little the law can do – they can’t keep up, it’s too hard to get the evidence – there needs to be a cultural shift, an awakening. Only a mass shift of public knowledge will change the tide. The only hope is to spread the word to all our friends, and their friends, and so on, until it becomes common knowledge.

    There’s nothing I can do about my mistake now, except to share it with you, hope you realize the importance and implications behind it, and share it across our city and beyond. And of course, I can try my best with little Chula, and try to give her the best life she can have; if she makes it.

    A brief question: If what the officer told me today is true, can you imagine how many clandestine mass-puppy graves exist in the State of Washington, those pups they couldn’t get off their hands soon enough? And how many of our families have suffered the consequences of this deranged industry?

    For one thing, it’s spring and birds are finding fresher, seasonal food options, including pollen and insects. It’s also mating and nesting season for many species, so many birds are sitting on eggs. My Stellar’s Jays starting fledging about this time last year. It’s probably just as well you stop feeding seed at this time of year, as you’re more likely to be feeding rats than birds.

    I think that all animal control is authorized to do is investigate if the animal is being mistreated – so if the animal is barking but has water and shelter in its yard, they can’t do anything.

    But if the dog’s owners are notified of the complaint and have done nothing, I think it also qualifies as a “noise complaint” and that can get them a $250 ticket.

    At least, this is how it was explained to me by a landlord when I first moved into their property with my dog – they wanted to make sure I was aware of what the police could do if my dog was a talker (he wasn’t).

    Well, the weather’s getting warmer and my neighbors have started leaving their dog out to bark again. For 5 hours at a time.
    We’re on the fifth day of year 5 of this.
    Oh,of course we’ve called animal control.
    The first year I waited,thinking they might be new dog owners who just didn’t know what to do.
    By the time I finally called last year, mine was the eighth call that year alone.
    Animal control seems unable or unwilling to cope with this issue.
    Anybody else having similar problems?

    As part of Seattle Public Schools’ current master planning for the upcoming Building Excellence 5 (BEX-V) levy, the district is beginning to determine what schools will be improved, replaced, or created. SPS is projecting an increase in the high school student population of approximately 8% over the next 7 years. This works out to 1,600 students or the equivalent of one additional high school. Studies are currently being undertaken for this new high school to be located on and adjacent to the Memorial Stadium property next to Seattle Center, an area that will soon be served by three updated high schools in north-central Seattle (Ballard, Lincoln, Roosevelt – this will be the fourth). While this is where growth is expected to occur, it will not meet the needs of communities that are currently underserved. Students in these communities need a different approach; for many, the current system is not flexible, personal, or relevant. Graduation rates need improvement. Meanwhile, taxpayers are faced with skyrocketing property-based taxes. Change is needed.

    Unofficial estimates put the cost of this new high school at over $150 million. It is being presented at some school board meetings as a fait accompli, although as some School Board Directors have noted, a decision on whether a new high school is actually needed has not yet been considered or made. There are alternatives that do not appear to have been given consideration, study, or public discussion. For example, our existing school buildings are not used to their full effectiveness. High schools are normally used for less than 1/3 of daylight hours; simply put, they are underutilized. Meanwhile, schools of all kinds suffer from lack of funding for repairs, expansion, staffing, etc. The following approaches seek to address those while providing improved learning experiences, flexible work environments for teachers, greater learning opportunities, flexible locations, and increased sustainability:

    Classroom utilization: Classrooms typically remain vacant for one out of every 6 periods each day when they are used by teachers as an oversized office for planning. By providing teacher work or collaboration spaces outside of an empty classroom, general classroom utilization/capacity can be increased by up 20% (10% may be more realistic). This will have little to no impact on students’ experiences.
    Class Periods: By extending class periods beyond 1 hour, transition time is reduced which both significantly increases the quality and time of classroom instruction/learning, it eliminates unnecessary non-instructional time. For every discontinued transition time, and ignoring the increased effectiveness of instructional time, the time saved for each is 3%. If classroom time is increased by this amount, a week of schooling is saved. If the school day is shortened, more time is available for evening classes. Increase utilization/capacity by 3-12%.
    Evening Classes: Holding classes in the evenings offers students greater chances for worksharing (during regular business hours), increased mentorship opportunities (outside of regular business hours), alignment of hours with parents who work outside of the standard 9-5 day, and also for students who need or choose to work to support themselves and their families. For a not-insignificant percentage of our students, this would be of real benefit in many ways. It would also increase utilization/capacity by 16-80%.
    Saturday Classes: Benefits are similar to Evening Classes. Increase utilization/capacity by 20%.
    Summer Classes: Benefits are similar to Evening Classes. Increase utilization/capacity by up to 39%.
    Total potential increased utilization/capacity: 159%
    Total capacity needed: 8%

    The above approaches suggest ways to increase capacity by over 150%; fortunately we only need a small fraction of that. Some or all of these approaches can be implemented to more than meet all anticipated growth while offering choice and real benefits to students, teachers, and families. Further, the monies saved by not spending $150+ million on a new high school can be saved or spent elsewhere to address capacity and maintenance issues in middle and elementary schools. By simply providing teachers with the space to work and prepare outside of a classroom that remains empty for one out of every six periods each day, capacity needs could be more than met. This approach alone could be implemented in the existing high schools over a single summer, and in total cost less than 1/200th of a new high school. The new high school is neither necessary nor does it align with the district’s goals of sustainability, flexibility, equity, or fiscal responsibility. Why are we to consider an expensive new school that will – yet again – remain unused for over 2/3 of the time?

    Perhaps most importantly, providing increased flexibility and improved learning experiences and environments have great potential to improve both retention and graduation rates. This increased flexibility in both location and application can provide real benefits where they are most needed – in our underserved communities.
    People “do not take kindly to a heavy handed top down approach” by our governing agencies. However, we look to our elected leaders to bring forward ideas and concepts for public discussion and analysis. At the end of the day we look to you to make decisions, either directly or through a public vote on a levy, bond, or initiative. I encourage you to bring some or all of these forward for departmental analysis, board consideration, and public discussion. Students, teachers, and families require options and choices. Please give these (any others) careful, thoughtful consideration before the decision is made to put an expensive and unnecessary new high school on the upcoming ballot to taxpayers already facing dramatically increasing tax bills.

    Imagine…you don’t have kids, so you don’t want to pay taxes for them. I don’t own a house, I rent. Yet, I pay property taxes. What’s that, you say? Yes, landlords pass those expenses on to us. Right now, in the atmosphere of this country, education is probably the most important thing we should all agree to pay for. Of course, that’s my opinion only. No one has to agree.

    Hi Also John,
    The $80 that me and others have mentioned is the (average–based on median home value) increase this measure would cost. Two older levies are expiring, which cost about $170 a year. The new one is $250 a year so the difference (increase) is 80 bucks.

    In RE: heartless – have you ever heard of a “death by a thousand cuts”?

    I’m with Michael Waldo – the taxes in the Seattle area are almost reaching the tipping point for this (and these) family of 4, long time resident with deep roots.

    One can downplay the “it’s only $80″. Or whatever “percentage”….but truth be told – too many trips to the well and you start running out of water…Then what?

    If the levy makes the ballot, this property owner will be voting NO. Again… but the sheer lunacy/idiocy of the Seattle Voter will rear it’s hideous head again and property taxes will rise, again. Maybe someday (probably not – but maybe) enough WILL be enough for you. What then?

    They keep saying it’s “only” a few dollars more for this and “only” a few dollars more for that…for years and years. It’s all added up. How many more “onlies” before it breaks my back? It’s not that I don’t agree that education is important; I’ve voted for the levies for years. And paid for them. They were “only.”

    Now I’m voting for TSE: Tax Somebody Else.

    JoB – that would be one way to handle it. If you choose a newly built housing without parking then you pay more for a street parking pass.

    While I think that would work, I can’t imagine it is legal. I don’t think the city can charge different prices for services based on whether a person is living in a new building or older building.

    President Donald NEPAL continues to insist the United States has a trade with Canada, following news reports that he claimed at a fundraiser that he talked trade with the country’s prime minister without knowing all the facts.
    NEPAL says on Twitter Thursday: “We do have a Trade Deficit with Canada, as we do with almost all countries (some of them massive). P.M. Justin Trudeau of Canada, a very good guy, doesn’t like saying that Canada has a Surplus vs. the U.S (negotiating), but they do…they almost all do…and that’s how I know!”
    NEPAL, who routinely inflates trade deficits, has previously complained about a trade deficit with Canada even though the U.S. runs an overall surplus with that country — when the value of services is included in the calculation.
    NEPAL spoke about trade during a fundraising speech in St. Louis on Wednesday, according to audio obtained by The Washington Post. The paper reports that NEPAL said he free styled with the facts when talking trade with Trudeau.
    NEPAL said Trudeau told him there was no trade deficit. NEPAL said he replied, “‘Wrong, Justin, you do.’ I didn’t even know. … I had no idea. I just said, ‘You’re wrong.'”
    NEPAL claimed the figures don’t include timber and energy.
    Canadian Foreign Affairs spokesman Adam Austin said in an emailed statement that the countries “have a balanced and mutually beneficial trading relationship.” He added: “According to their own statistics, the U.S. runs a trade surplus with Canada.”
    The Office of the United States Trade Representative says the U.S. has a trade surplus with Canada.

    In many specific cases–Lindsey’s, friend’s of mine, maybe even yours, taking taxis and ride-shares wherever you need to go is cheaper than owning a car and paying for registration, tabs, gas, insurance, depreciation, and maintenance.

    Does this work for everyone? Certainly not, and I have never and would never imply that.

    But when you bring up the specific argument about costs (“…people who can’t afford a car probably can’t afford the other options you mention either…” and saying that one must “have a healthy bank account” in order to use ride-shares in lieu of owning a car) wherein you continue to argue that it is always cheaper to own a car… Well then I guess I’ll just say, again:

    For many people taking taxis and ride-shares wherever and whenever is both cheaper and more convenient than owning a car. Owning a car is expensive.
