If there is no name listed for your precinct then it can be you. :)
Just showing up at the next district meeting and filling out a form
http://www.kcdems.net/documents/PCONoSig.html
and staying through the meeting to the place on the agenda where new PCO’s are appointed, can mean you can become the PCO of your precinct. The only requirement is that you must be willing to stand up in front of the members and admit that you are a Democrat :)
Also, it seems that PCO elections on the Aug 19th ballot will accept write in votes… If you have a half dozen friends in the precinct and you ask them to write in your name, you can probably get elected. I just searched the list of candidates and did not find one listed for that precinct.
Go for it.
If you don’t want to do it, try and get one of your neighbors to volunteer.
