As long as the gas is on the street (and PSE will know that), just call PSE for info on new gas lines. The construction cost depends on what you installing in your house, i.e. if a gas furnace, fireplace, range it is cheaper (virtually nil) vs just a fireplace (I think ours was approx $800). Again PSE does that work. Once the meter is all set up, the contractor can come out and bring the pipe from outside into your house, where ever you want it to go (for us the fireplace and into the kitchen for the range).
