sunset, you can get your own engraving tool, most likely at Sears, McLendons, or True Value, for probably around $20.00-$25.00.
Also, don’t know if it’s still being done, but the City, and I think more specifically the Police Department, used to loan the tools out.
Or, perhaps West Seattle Library?
