They were recoating the tank (slightly more involved than repainting) and doing some structural upgrade/repairs to the roof. They covered the reservoir a while back (due to a Council Ordinance which arose from concerns over terrorism after 9/11) and the City policy is, once the reservoirs are underground, put a park on top. Why waste the space? Similar projects are all over town, such as what is now Cal Anderson Park.
