It may be against OSHA regulation for the manager to remove the dish (although questionable) but it seems like it would be the landlord’s responsibility to remove all items belonging to a former tenant before a new one takes occupancy. If he can’t do it, he should hire someone else. As things stand, you do not have access to an area that you are paying rent for (the balcony). Sure sounds like both of these entities are jerking you around. Maybe you should advertise the dish on Craig’s List…
