Yes, definitely hold the owner accountable. But THEN consider the role the dog’s breed plays in this, too. Pitbulls are attractive to this kind of person, and that is why we see such a large number of stories like this. Stories involving pitbulls.
I’m not for a breed ban, but I would support a requirement that anyone with a pit or pit mix be subject to special training and licensing requirements.
