Shame away, DBP!! I don’t think it is an education issue as most of those flouting the law are local and know better. And they can read. They just don’t care. Heavy fines and perhaps shame may be the only way to reach them. It’s hard to understand why animal control can’t use the almost guaranteed revenue stream that nailing these folks would provide to put extra patrols out.
