window repair

The double pane windows in this house are beginning to open and close unevenly, and some are sticking–very hard to close. This house is in high point, the same developer probably built many of these townhouses, and I wonder if anyone else is having the same problem. If so, would appreciate some info–can you fix it yourself? Or can you recommend someone? Thanks. Texts are OK–208.761.6004
