Walking the cat without a leash

To the guy who had his 2 black labs on a leash(thank you) but not your cat.

I was driving and I saw a cat running in the middle of the street, I got out wanting to chase it away so it would not get hit.

I just asked this guy: is this your cat?
He said: yes
I said: you are allowing your cat to run in the street? (my jaw dropped) put your cat on a leash.

Listen it is “cute” your cat walks with your dogs. While there is no leash law for cats, for the LOVE OF GOD put the cat on a leash so it is not running out in the middle of the
street.
