Beach Drive retaining wall – just curious

The other day I drove past the tall retaining wall on Beach Drive that was the result of years of legal wrangling and noticed that some of the wood is starting to bulge. Is it supposed to do that, or is that a sign that the retaining structure is insufficient for the task? Just curious.

If you are talking about where the slide happened, I have noticed it too. It makes me nervous when we have the days with so much rain.
