so.. they instituted the lower speed limit
and people took a year to get used to it
and the accident rate went up temporarily…
but if you average like to like…
(2003-2005) when the speed limit was 35 (Av 13.6) and
(2007-2009) when the speed limit was 30 (Av 13.3)
it appears even the bump in stats when drivers accustomed themselves to the new speed limit didn’t make a lot of difference in the averages…
drivers appear to be equally impatient and reckless whether the speed limit is 35 or 30.
my basic understanding of physics would lead to bet the difference is in the details..
like dollar averages per accident at 30 versus 35
and pedestrian risk at 30 versus 35..
in addition…
i am guessing that the “bump” in accidents in 2004 and elevated numbers in 2005 are what generated the lowered limit in 2006…
but that would be just guessing..
