I know across the street from us the alley isn’t paved and when a few of the neighbors in that block wanted to pave it the cost to each homeowner was around 10 grand each. And this was about 10 years ago.
They didn’t do it as not everyone on the block was willing to pay that amount, so it remains unpaved, unusable to everyone in the middle of the block, and there are still hurt feelings over the decision.
It seems to me a paved and usable alley would increase the value of a home. I know we really like having our paved (and city -maintained) alley.
