One had an orange vest. One had a clipboard. Acting a little strange as we walked by, trying to look busy but not really doing anything. Got an “up to no good” vibe.

The rider seemed to be having trouble getting it going and fiddled with it for several minutes. White male wearing a dark coat over a black hoody. He didn’t seem to know how to engage the electric motor and it looked like he didn’t have a key. He finally headed south on California and was out of view in seconds.
