Does anyone know what this locator tag means, or what work is planned for 35th and Willow?

Any idea on what the deal with 99 S at Lucille was about ? It’s amazing that the bridge work, reducing lanes gets lots of press and advance notice, but a concrete company can block traffic at 99 in front of their entrance for several hours, creating crazy traffic. When I was headed TO my meeting around 2:30pm- they had created quite the back already. When I cam back FROM my meeting a few hours later, it took over an hour to get to West Seattle from Wallingford.  It was stop and go traffic, stretching from the problem at 99 and Lucille back to the entrance to the 99 tunnel in South Lake Union.Funny enough, I can’t find anything on twitter or else where what the deal was…..saw work trucks and crews at the concrete place, but don’t know why they shut down two lanes of traffic on 99 Southbound

Sorry, comment time is over.
