FYI from SPD: Level 3 sex offender moves into southeast West Seattle

Just sent by Southwest Precinct Crime Prevention Coordinator Jennifer Danner, another one of the occasional notifications that a Level 3 sex offender has moved into the area:

In an effort to keep you informed, and in our constant attempts to reduce future victimization, we want to let you know about one level 3 sex offender that has recently moved into a Southwest Precinct neighborhood.

Jermaine Freeman, a 45 year old Black Male, is a level 3 registered sex offender who has recently moved to the 9200 Block of Olson Place SW. Mr. Freeman is no longer under Department of Corrections supervision.

Level 3 sex offenders pose the highest risk to re-offend. It is normal to feel upset, angry and worried about a registered sex offender living in your community. The Community Notification Act of 1990 requires sex offenders to register in the community where they live. The law also allows local law enforcement to make the public aware about Level 2 and Level 3 offenders. Since these offenders have completed their sentences, they are free to live where they wish. Experts believe sex offenders are less likely to re-offend if they live and work in an environment free of harassment. Any actions taken against the listed sex offenders could result in arrest and prosecution as it is against the law to use this information in any way to threaten, intimidate or harass registered sex offenders. The SPD Sex offender detectives will check on these offenders every 3 months to verify our information.

The single most effective means of protecting your child is communication with your child. They have to feel comfortable discussing sensitive matters with you. Teach your children that they should not be asked to touch anyone in the bathing suit areas of their body or allow anyone to touch them in those areas. Teach them types of situations to avoid. It is not good enough to tell a child to avoid strangers. Please remember that children are most often molested by someone they or their parents know.

      It’s a racist and poorly applied policy that focuses on punishment more than retribution.

        @There I said it … and @Neighbor … both your comments are ill-informed.1.  “3 strikes” law applies to violent felonies and requires 3 consecutive convictions – this story says nothing about this particular sex offender’s previous criminal activity – one can be a “level 3” offender after a single conviction and without 2 prior violent crime convictions, not qualify for 3 strikes.  2. There is actually a “2 strikes” law that is specific to sex offenders – given that this offender wasn’t prosecuted that way, one care fairly deduce that he doesn’t have a prior sex offense conviction.3. You are entitled to your opinion @Neighbor about whether 3 strikes is fair or not.  However, given that it only applies in Washington to violent offenses (robbery, assault, murder, arson, etc. as well as sex crimes) and not to drug or property crimes, I don’t see how you can call that statute a “racist”.  If a person commits a serious violent crime, is jailed and then commits another violent crime and is jailed again and then still commits a third violent crime, then you are correct – at that point, we are punishing and protecting the public at the expense of “rehabilitating” that offender (I assume you meant rehabilitation and not “retribution”).

          WSC – I believe they’re referring to the history listed on the page to which we linked – it lists four cases, but one is not in WA, and of three that are, at least one would not seem to be a ‘strike’ offense.

    How is this constitutional? His debt to society is paid and he’s on a list the rest of his life.

      I could be wrong, @concerned, but I don’t think there are assurances in the Constitution that people won’t be informed that you raped a child.

    Are you going to also inform us of those with former DUI convictions so we can be safe?  This is so counterproductive.  When someone pays for their crime, they should not have to pay for it again and again.

    What about the scars that the victims will carry for the rest of their lives?  That debt will NEVER be paid.  It’s not like robbing a convenience store.  Four convictions over a 25 year period suggest that there were likely many more victims in between.  A level III designation is only assigned to perpetrators who show no remorse, accountability, or willingness to change their behavior, and who have a high likelihood of reoffending.  It’s outrageous that several comments here have flagged more concern for this rapist than his juvenile victims.

    I know the coordinates aren’t precise, but the only residential spot in that general area is the senior housing complex, everything else is the storage place and JTF–I guess it must be closer to 3rd? It’s really unfortunate that an already struggling area is getting further burdened, and I can’t imagine it’s a great environment for the offender either. There isn’t anything convenient here, but for one pretty thorough bus line to get outta there, I guess.
