No Stop – Tow away zones

Does anyone know what these signs are about. I got a ticket and am really confused. The sign was about 10 feet from an unmarked intersection on the curb. I parked about a car length in back of the sign as a safety measure but was still ticketed. The Officer told me I wasn’t 30 feet from the intersection but doesn’t this only apply to a stop sign? I have researched for hours but couldn’t find any information.
